least one hour. All engine temperatures and oil pressures shall be within manufacturer's
tolerances throughout the test. Special attention will be paid to monitoring piping, fuel
system, engine mounts and engine controls for weakness, leakage or failure.
3.15.4 Speed Acceptance Test - The fully loaded boat must be capable of maintaining the
desired speed for two hours at 85 percent(85%) of the rated continuous horsepower of each
engine as defined in these specifications. Failure to attain the desired speed, porpoising or
heading instability shall be cause for rejection. Speed shall be determined by six (6)timed
runs (three in each direction) over a measured mile or half-mile course, or by global
positioning data, in water at least thirty (30) feet deep. During this test, engine temperatures,
pressures, piping and connections shall be monitored by an engine manufacturer's technical
representative. The main engines must not exceed the manufacturer's certified continuous
operating rpm. Special attention will be paid to monitoring piping, fuel system, engine
mounts and engine controls for weakness, leakage or failure.
3.15.5 Maneuvering Acceptance Test-The boat shall be tested for stability and
maneuverability in high-speed turns, and shall not exhibit any dangerous or undesirable
handling characteristics. Examples of dangerous and undesirable handling characteristics are
broaching, excessive rolling, loss of power, loss of steering control, excessive wave impact
while underway, or excessive seepage of water into the cabin/pilothouse or bilge. The boat
shall be tested for ability to make an emergency stop at maximum speed by lowering the
reversing buckets of the waterjets.
3.15.6 Vibration Acceptance Test-Vibration which can damage or fatigue structure,
electrical, machinery, piping or electronic components of the boat may result in a rejection.
3.15.7 Severe Weather Acceptance Test- This test shall be conducted in waves of 3-foot
significant height. The boat shall not eiibit undesirable or dangerous characteristics.
Examples of undesirable or dangerous handling characteristics are broaching, excessive
rolling, loss of power, loss of steering control, excessive wave impact while underway, or
excessive seepage of water into the cabin/pilothouse or bilge. The speed requirement for this
test is ten (10) knots.
3.15.8 Pump Acceptance Test - The Redwood City Fire Department shall conduct a
standard fire pump acceptance test that complies with NFPA Standard 1925 guidelines.
During these tests, engine pressures and temperatures shall not exceed manufacturer's limits.
Special attention will be paid to monitoring piping, fuel system, engine mounts and engine
controls for weakness, leakage or failure.
3.15.9 Fittings Acceptance Test-All weather tight and watertight fittings and all structure
shall be free from leakage when exposed to a 40-psi stream from a 5/8-inch nozzle at a
distance of eighteen(18) inches. Test of each fitting shall be for ten (10) minutes.
3.15.10 Second Trial- In the event that the boat or any component of the boat fails to meet
any test requirement, second trials shall be made at the option of The Redwood City Fire
Department within thirty (30) days of the date of the first trials.
3.15.11 Such trials shall be final and conclusive, and failure to comply with these
requirements through the successful completion of all tests shall be cause for rejection.
3.16 Training:
3.16.1 A qualified representative from the contractor shall provide training to the Redwood
City Fire Department in the operation, care and maintenance of the vessel and supplied
equipment. This shall consist of three (3) days per shift of onsite training for three (3) shifts
of firefighters and shall be conducted at the Port of Redwood City, Redwood City, CA.
3.17 Warranty and Service:
3.17.1 All repairs and/or replacements shall be made at no cost whatsoever and to the
complete satisfaction of The Redwood City Fire Department for the first year. The guarantee
shall not cover breakage or damage caused by acts of God, neglect, misuse or wrecking
18
