3.2 Introduction <br /> The ADEIR will include an introduction explaining why the EIR is being prepared and <br /> summarizing the uses of the EIR and the environmental review process. <br /> 3.3 Project Description <br /> As a first task, Consultant will prepare a project description outlining the key components <br /> of the proposed Cambridge Academy Project. The project description will be submitted to <br /> the City for review. Once the content of the project description is approved, preparation <br /> of the ADEIR will commence. <br /> 3.4 Environmental Setting, Impacts, and Mitigation Measures <br /> The ADEIR will clearly identify all potential environmental impacts resulting from the <br /> project. The ADEIR will identify proposed and recommended mitigation measures for all <br /> significant impacts, and evaluate briefly the expected effectiveness/feasibility of these <br /> measures. Mitigation measures included in the ADEIR will be monitorable, in accordance <br /> with the AB 3180 legislation pertaining to the monitoring and reporting of project <br /> mitigation. The ADEIR will contain maps, photographs, tables, and other graphics to <br /> illustrate and summarize information presented in the ADEIR. <br /> The primary issues to be addressed in the ADEIR are anticipated to be traffic and noise, <br /> as described in further detail below. <br /> 3.4.1 Traffic <br /> The Cambridge Academy Project would increase vehicle and pedestrian traffic to and <br /> from the site. The ADEIR will include a discussion of the potential transportation impacts <br /> that may result from the proposed project, based on the traffic impact analysis (TIA) <br /> prepared for the project by RKH Civil and Transportation Engineering (RKH). <br /> The TIA identified the need for a student drop off and pickup plan to preclude the queue <br /> of vehicles spilling over onto Connecticut Drive or Euclid Avenue. This plan will be <br /> prepared by RKH under separate agreement and provided to Consultant by the City. The <br /> student drop off and pickup plan will be described in the EIR as a mitigation measure <br /> proposed by the project. <br /> 3.4.2 Noise <br /> The Cambridge Academy Project would intensify the existing use of the site, locate <br /> outdoor play areas adjacent to residences, and increase traffic to and from the church, all <br /> of which would increase noise levels on and adjacent to the site.
