based on the environmental noise assessment prepared for the proposed project by <br /> lllingworth & Rodkin, Inc (Sub-Consultant). As described in the noise assessment, the <br /> proposed project would substantially increase noise levels in the backyards of the <br /> adjacent residences. Therefore, all feasible mitigation measures to reduce the project <br /> noise impact will be fully evaluated in the ADEIR. <br /> 3.4.3 Other Areas <br /> The ADEIR will also consider the project's impacts on population and housing, public <br /> services (including parks and recreation), utilities and service systems, energy, air quality, <br /> and other areas of impacts identified in the CEQA Guidelines. Existing sources of <br /> information (e.g., City General Plan and Zoning Ordinance) would be used to address <br /> these other issues. <br /> 3.5 Cumulative Impacts <br /> The ADEIR will include a discussion of cumulative impacts from the project in <br /> combination with other past, pending, and reasonably foreseeable future development in <br /> the area, in conformance with CEQA Guidelines Section 15130. This list of projects will <br /> be based upon information provided by City Staff and neighboring jurisdictions. The <br /> noise impacts of the proposed project combined with future noise levels in the project <br /> area, including the existing onsite Montessori school operating at capacity, will be <br /> described in this section of the EIR. <br /> 3.6 Alternatives <br /> The ADEIR will evaluate possible alternatives to the proposed project, based on the <br /> results of the environmental analysis. The alternatives discussion will focus on those <br /> alternatives that could feasibly accomplish most of the basic purposes of the project and <br /> could avoid or substantially lessen one or more of the significant environmental effects <br /> (CEQA Guidelines Section 15126.6). Based on the results of the noise assessment <br /> prepared for the proposed project by Sub-Consultant, the analysis will focus on <br /> alternatives to reduce the significant noise impact to the greatest extent feasible. <br /> Consultant will coordinate with the City to identify the alternatives to analyze in the <br /> ADEIR. Up to four alternatives will be evaluated and could include the following: <br /> 1. No Project Alternative; <br /> 2. Reduced Scale Alternative; <br /> 3. Outdoor Recreation Alternative; <br /> 4. Location Alternative(s); <br /> The impacts of each alternative will be evaluated, as required by CEQA (Guidelines <br /> Section 15126.6) and based on the "rule of reason."
