In accordance with CEQA, the ADEIR will identify an <br /> environmentally superior alternative from the alternatives described, based on the <br /> number and degree of associated environmental impacts. <br /> 3.7 Other Required Sections <br /> The above discussions identify and highlight the major issues to be addressed in the <br /> ADEIR. In conformance with the CEQA Guidelines, the ADEIR will also include other <br /> information typically required for an EIR. These other sections include the following: 1) <br /> Significant Unavoidable Impacts; 2) Growth Inducing Impacts; 3) Significant Irreversible <br /> Environmental Changes; 4) EIR References and Organizations & Persons Consulted; <br /> and 5) EIR Preparers. <br /> 4.0 SUBMITTAL OF ADMINISTRATIVE DRAFT EIR <br /> Upon completion of the ADEIR, Consultant will submit an electronic copy of the ADEIR to <br /> the City for review. <br /> 5.0 PREPARATION AND CIRCULATION OF THE DRAFT EIR <br /> Consultant will revise the ADEIR based upon the comments and revisions received from <br /> the City. A Second Administrative Draft EIR and subsequently a "Screencheck" Draft EIR <br /> will be prepared. Electronic versions of these documents will be submitted to the City for <br /> review and approval. <br /> Upon approval by the City, the revised "Screencheck" will constitute the Draft EIR (DEIR) <br /> and up to 25 double-sided copies will be printed and delivered to the City for their <br /> distribution to the public and the State Clearinghouse. A PDF copy of the DEIR will also <br /> be provided to the City for posting on the City's website. <br /> 6.0 PREPARATION OF THE FINAL EIR <br /> Upon conclusion of the DEIR circulation period, Consultant will prepare the Final EIR <br /> (FEIR). In conformance with CEQA Guidelines Section 15132, the FEIR will consist of <br /> the following items: <br /> 1. Revisions to the EIR text, as necessary; <br /> 2. List of individuals and agencies commenting on the DEIR; <br /> 3. Responses to comments received on the DEIR, as directed by the City; <br /> 4. Copies of letters or records of verbal comments received on the DEIR; and <br /> 5. Summary records of public hearings, if requested. <br /> All responses to written comments will be answered in accordance with the CEQA <br /> Guidelines (Section 15088).
