Based on the preliminary recommended system size and type, Energy Solutions shall complete
a preliminary assessment of the economic feasibility of a PV system at the site. Included in this
initial economic feasibility assessment will be the following for City-owned systems:
• Estimated project capital, operating, and maintenance costs over a 25-year period.
• Estimated annual utility cost savings over the same period including any applicable net
metering benefits, based on the expected applicable rate str ucture and including an
assumed 2 percent ann ual rate escalation.
• Estimated incentives that are likely to be available during the per iod of implementation.
Energy Solutions shall include one additional pre liminary analysis for each site based on an
alternative ownership structure in which a private entity owns the system. For this case, the
initial assessment will also include the following:
• 30 percent Investment Tax Credit.
. Accelerated depreciation.
TASK 1.4: Preliminary Recommendation
Energy Solutions shall make a preliminary recommendation regarding which sites warrant a full
site assessment based on the results of the initial economic feasibility study. Sites with a simple
payback of 12 years or less will be considered economically feasible and will be recommended
for further study.
TASK 1.5: Summary of Results
The results of Tasks 1.1 through 1.4 shall be summarized for the City in an excel spreadsheet
that clearly lists key assumptions and initial recommendations.
DELIVERABLE
1) Summary of Results.
TASK 2.
