Energy Solutions shall obtain from City staff or PG&E, detailed utility data including one years'
worth of electricity bills and other pertinent information related to each site. If the requested
information is not avai lable, staff or PG&E shall provide as m uch information as possi ble to
allow Energy Solutions to arrive at realistic assumptions in lieu of the missing data.
Task 2.1.2: Site Visits
Energy Solutions shall obtain a list of approved sites from the City. Energy Solutions shall then
coordinate with City staff to schedule site visits to collect all the information that is needed to
complete a detailed analy sis. During site visits, Energy Solutions shall investigate building
structural integrity, interconnection considerations, operation and maintenance practices, and
geological and environmental considerations that may initiate or require CEQA reviews and/or
reports. Shading constraints shall be evaluated using information collected using a Solmetric
SunEye Shade Analysis Tool. Each site visit will take approximately one hour. Facility staff must
provide access to the roof, the electrical service panel(s) and the main service panel.
Energy Solutions shall make every effort to conduct site visits efficiently, including scheduling
site visits in the same geographic area on the same day to facilitate the timely completion of this
assessment project.
Task 2.1.3: Highlight Potentially Unsuitable Sites
Based on the site visits and additional information provided by the City, Energy Solutions shall
bring potentially unsuitable sites to the attention of the City. Sites may not be viable due to
physical attributes, ownership or maintenance considerations, environmental issues, or complex
ownership structure. Som e circumstances that may be cause for eliminating a site include but
are not limited to the following:
. Physical Attributes
o There is not am ple un-shaded space on the r oof or elsewhere on the buil ding site
to accommodate a reasonably sized system.
o It is not possible to orient panels between 110 and 270 degrees.
o Roof does not appear to be structurally sound.
o Operation and Maintenance (O&M)would be challenging because personnel
qualified to service PV systems may not have access to the PV panels, inverters,
service panel, or metering equipment.
. Environmental Considerations
o There is asbestos under the entire r oof area or site contamination concerns.
o There is reasonable concern that installing a PV system could trigger a CEQA
review.
o Based on the General Plan and Downtown Precise Plan, future development
would not warrant a PV system.
ATTY/AGR/2012.091/ENERGY SOLUTIONS
REV:07-23-12 VR
