6.1.A. - Page 15 <br /> Foster Kinney, a resident, expressed his hopes that DMB will come back with a new <br /> proposal, there will be respect for the EIR (environmental impact review) process for <br /> any proposals, and then he can make up his mind if he will like it or not. <br /> Barbara Valley spoke in favor of the freedom of speech, engaging in public discourse, <br /> allowing the right to disagree as important rights, but this is not a right to disparage or to <br /> use others' words out of context. She made further distinctions between the freedom of <br /> speech written or spoken versus there is no right to mislead, misstate, or intimidate, and <br /> how there is a responsibility with this right to speak respectfully, with honesty, integrity <br /> and the courage to stand up. <br /> Kent Manske said he lives in the North Fair Oaks area and requested that the bay not <br /> be filled in because the land is salt marsh and below sea level. He opined that it does <br /> not make sense to build there and encouraged this dialogue to continue without a <br /> project and commented that this is a remarkable period of time with the South bay <br /> restoration projects. <br /> Candace Anderson thanked the Ad Hoc Committee for their work and their <br /> recommendation. She spoke in favor of remaining vigilant with any other proposals, <br /> preserving the land, and she also expressed a lack of understanding as to how this land <br /> could be feasible since it is not solid nor sustainable. She spoke in favor of looking out <br /> for our children, the American dream, affordable housing in relation to jobs being <br /> temporary and or union or not. <br /> Mayor Aguirre said that concluded the public comment. <br /> One Council Member commented that there is a poll and he said there were some <br /> questions about false choices between restoration and development— he assured the <br /> public that there was no Council discussion about raising taxes for restoration. He <br /> suggested that the committee place this back into the General Plan and have the <br /> community analyze this and using a General Plan process to address this area which <br /> was left out four years ago from the General Plan. He supported it because if that was <br /> not the case, the General Plan would not be completed. At that time, he was under the <br /> impression that this area would be revisited and handled through a similar process. <br /> This Council Member supported an advisory vote because the proposal was on the <br /> table but now that the application was withdrawn it would be unnecessary. <br /> The Mayor said these items would be placed on a future agenda. <br /> Another Council Member thanked the Ad Hoc Committee for its work. He believes that <br /> infantile attacks on people's character need to stop. He appreciates those who did not <br /> pursue that type of dialogue. He believes in working together, sharing a vision and <br /> celebrating what has been accomplished. <br /> The other Council Member in the Ad Hoc Committee noted that this is private property <br /> and the Council cannot deny something that is not even a Plan yet. She made <br /> comments about doing the right thing and meeting the needs of the community, and so <br /> it is premature to dismiss plans.
