Municipal Code Chapter 3� {Subdivisior�s) 5ection 30.�18 B allows <br /> exceptions to street width requirements if a Planned Develapment {PD) <br /> Permit has bee� approved or if the exception is in the public interest. <br /> �_ A Planned De�elopment (PD) Permit has been approved far the <br /> Project, thereby allowing for an exception tv the otherwise applicable <br /> street width r�quirement for the Project's private roadway. <br /> 3_ The propased private roadway meets emergency ��hicle (public <br /> safety} access and general circulation needs af the Praject. Tha City <br /> Traffic Engineer has also reviewed the RKH Engineers and Fehr & <br /> Peers traffic reports and memos (Finger Draft Ef R Appendix G) and <br /> agrees that the praposed 22 foat wide private roadway will meet <br /> necessary access and circulation needs of the Project. <br /> 4. The raadway is not necessary for neighborhood or general citywid� <br /> circulation needs; rather it is a private roadway intended to ser�e only <br /> �ine property owners and their gues#s. The roadway is thus consfdered <br /> proportionally sized ta this small nine unit infill de�elopment. By <br /> contrast, most Redwood Shores Praj�c#s have 25 foot wide, two-way <br /> private roadways because th�y serve as a network af neighborhood <br /> streets for larger de�elopments that generate greater vehicle demandl <br /> trafFic �olumes. <br /> 5. Based on all of the foregoing findings, it is in the public interest ta grant <br /> an exception to the City's Private Raadway Engineering Standard that <br /> would otherwise apply to the Project to permit the 22-foot wide, one- <br /> way street with a four foot wide rolled curbl paver pedestrian pathway <br /> raised 3 inches that is incorporated within the 22 foot dimension, as <br /> proposed by the Project, and such modification wifl be cansister�t with <br /> regional and community planslpolices outlined i� the Finger Project <br /> Draft EIR, pages 173-179. <br /> (b) The City's Private Roadway Engineering Standard, requiring a 25�foot <br /> wide, twa-way roadway and 5-foot sidewalk, is not part of or required <br /> by Chapter 30 (Subdivisions) of the City's Municipal Code, and <br /> therefore, the City Council's determination to modify the Private <br /> Roadway Engineering Standard for the Praject daes not constitute an <br /> Exception to the requirements of Chapter 3A, as pro�ided by Section <br /> 30.69 of th� Code. Nnnetheless, to #�e extent that the modification vf <br /> the Pri�a#e Roadway Engineering Standard may be construed to <br /> require ar� Exception under Section 30.69, the City Council hereby <br /> finds that: <br /> 1.
