Pubfic Noticina and Scopina Purpose: Depending on the results of Task 4 above, Consulta�t will prepare and circulate either #he No#ice a# Intent to Adopt a MND {if an 151MND is warranted) or the Notice af Pre�aration (if an EIR is required). Cansul#ant will also cond�ct #he public scoping process (if an NOP is circulated) or attend public hearings on ti�e adoption o#the 15/MND (if an NOI is circulated}. Discussion: The approach to this task is divided into three subtasks: NQIINOP, Public Scoping far NOP1Pu�1ic Hearing for N�I, and Revised Scope of Work. Task 6.1 Draft and lssue IVO!/NOP. An NOI or NOP will be prepared by Consul#ant for City staff review. The budge# assumes that Consultant wilf distribu#e to the State Clearinghouse, County Clerk, other interested parties, public agencies, and adjacent owners/occupan#s. Our scope assumes the City wili provide mailing iists. Task 6 2 Public Scoping Meeting for NOP or Pu6lic Hearing on N01. Consultant will attend and present at one scoping meeting or NOI public h�aring (held as part of a regular Planning Commission meeti�g) and record camments received during the meeting. The principle objecti�e of this scaping meeting will be to cor��rm or revise the iist of cri#ical environmental issues and the range of alternatives to be examined in the ElR. The objective at the NOI Pub�ic Hearing is to answer questions of City officials and members of the public in order to obtain certificatian andlor approval of the CEQA document. Task 6.3 Revised Scape of Wark. As a result of disc�ssion at the project initia#ion meeting, public scoping meeting, a�d responses to the NOi1NOP, #he Consultant will revise the scope of work for cons�deration �ay City staff, if necessary. This scope of work covers all work and budget required for the complefian ofi an IS/MND and a Mitigation Monitoring and Reporting Program. if an EiR is required, Consul#ant wili prepare and submit a subsequent scape of work and budget that will outl�ne the major issues to be evaivated in the EIR, any additional anaiysis #hat might be reqc�ired, and the additional requirec! procedural steps necessary under CEQA.
