Preparation of Administrative Draft Initial Studv <br /> Purpose: Consultant will synthesize background information for use in the existing <br /> setting, and evaluate changes to those baseline conditions resulting from implementation <br /> of the proposed project. If appropriate, Consultant will present mitigation measures for <br /> any identified potentially significant effects. Consultant will prepare Administrative Draft IS <br /> to determine if subsequent CEQA review is required. <br /> Discussion: This scope outlines the process and analysis for completion of an IS. If the <br /> IS illustrates that no significant physical environmental impacts would result, then an <br /> Initial Study/Mitigated Negative Declaration (IS/MND) would be the appropriate CEQA <br /> document and the tasks involved will be similar to what is included below. If an IS/MND is <br /> the appropriate CEQA document, then the IS can easily be converted to the IS/MND <br /> format. <br /> However, if significant and unavoidable environmental impacts would result, then an <br /> Environmental Impact Report (EIR) would be required and the IS would defer the major <br /> environmental analysis to the EIR. If an EIR is required, Consultant will submit a <br /> separate scope of work and budget for review by the City. <br /> For this task, Consultant will be responsible for the following four principal activities: <br /> • Estab�ish baseline conditions; <br /> • Perform the analysis and make determinations of impact significance; <br /> • Recommend mitigation measures to reduce impacts, if needed; and <br /> • Determine the subsequent CEQA analysis. <br /> For each environmental topic, Consultant will analyze significance thresholds based on <br /> CEQA Guidelines, Appendix G.
