shall also be analyzed to determine a parking deficit or surplus given current demand <br /> (segmented by downtown subarea). <br /> 1.2.2 Block 2 <br /> In addition to data collected in Task 1.1.2, the City shall provide eight days of occupancy data <br /> for the Block 2 Parking Lot (Middlefield Lot) over a 30-day period. Consultant shall review this <br /> data to determine the peak four days over this time and the data for these four days shall be <br /> combined to create an overall average peak for Block 2. <br /> Consultant shall summarize findings from the parking occupancy analysis and the intercept <br /> surveys in a series of maps, graphs, and tables in a Task 1 Technical Memo. The full set of <br /> inventory and utilization data shall also be provided in GIS format and as a series of tabular <br /> outputs. <br /> Task 1.0 Deliverables <br /> • Task 1 Technical memo— Baseline Conditions with supporting maps and graphics <br /> • Inventory and utilization data as GIS shape files and in Excel <br /> Task 2.0 Program Evaluation <br /> Task 2.1 Management Structure and Financial Model <br /> Consultant shall conduct a comprehensive evaluation all the elements of City's existing parking <br /> management program to understand all elements of the existing operation, management <br /> structure, and financial model. <br /> Consultant's effort will include: <br /> • Review of current revenue generation and operating costs. Revenue and operating costs <br /> would include: enforcement, lot maintenance, and all operating costs allocated to the <br /> public parking supply. <br /> • Review of all codes, regulations and/or operating plans (if any) for all public parking <br /> supply located in Redwood City's downtown parking study area. <br /> • Evaluation, as necessary, of rate structures in place in public lots. <br /> • Evaluation of lot formats, by lot, where long-term and short-term stalls are co-mingled. <br /> • Evaluation, as necessary of lot identification systems, wayfinding, signage in place on <br /> public parking facilities. <br /> • Preparation of a revenue to expense analysis with resultant recommendations for <br /> pricing, as appropriate, within the public parking system as a means to balance any <br /> operating deficits that may exist. This shall include preparation of recommendations for <br /> strategies that may be implemented to off-set operating deficits identified. <br /> • Development of a parking strategy in the form of a parking management plan. Strategies <br /> shall be provided in immediate, near, mid and long-term implementation format and <br /> include recommendations for both on and off-street parking. <br /> Optional Task: Other Assistance as Requested <br /> At City's direction, Consultant shall provide additional research and analysis.
