Task 3.3 Parking Supply Strategies <br /> Task 3.3.1 Potential Facility Siting <br /> Based upon the results from Tasks 1 and 3.1, if it is determined that there is or will be a parking <br /> shortage, Consultant shall work with the City to evaluate the most feasible options/alternatives <br /> for increasing parking supply in the downtown and shall evaluate existing sites based on areas <br /> of highest demand, planned development, and opportunity sites. <br /> Task 3.3.2 Construction Parking Strategies <br /> Consultant shall work with City staff to understand the timing and phasing of the elements of the <br /> two-year (Block 2) construction project, with the understanding that it may be possible to phase <br /> out (minimize) the loss of total supply as new supply is brought back on-line. <br /> Consultant's parking supply needs analysis (Task 3.1) shall sufficiently identify hotspots of <br /> demand and potential untapped resources of parking supply in the downtown. Consultant shall <br /> identify any underutilized parking supply as a potential replacement resource during planned <br /> construction. Consultant shall then consider private supplies as the next set of resources in the <br /> downtown core. <br /> Consultant shall develop a tiered program of parking strategies to address the loss in parking <br /> supply that consists of parking management, including satellite/intercept parking and downtown <br /> shuttle, and parking information approach (per recommendations in Task 4.4). <br /> Optional Task: Parking Supply—Funding Approach <br /> At City's direction, Consu/tant shall develop a funding approach for the parking supply strategies <br /> developed in Tasks 3.2.1 and 3.3.3. <br /> Optional Task: Detailed Proforma Analysis <br /> At City's direction, Consultant shall provide detailed proforma ana/ysis including detailed <br /> revenues and expenses for proposed parking supply strategies. <br /> Task 3.0 Deliverables <br /> • Task 3 Technical memo— Parking Supply Strategies and supporting graphics <br /> Task 4.0 Parking Communication Strategy <br /> Task 4.1 Outreach Approach and Focus Groups <br /> Consultant shall initially develop a brief outline summarizing an outreach strategy for the project. <br /> Elements of the outreach strategy shall include working with the City to identify key participants <br /> for a series of up to three (3) focus groups, including business owners, agency staff, elected <br /> officials, and select members of the public. The purpose of the focus groups shall be to gain <br /> input on existing issues and concerns with parking in the City to gauge reaction to potential new <br /> approaches to pricing and parking management, and to explore ways to effectively <br /> communicate parking information to users. <br /> Optional Task:Additional Outreach <br /> At City's direction, Consultant shall conduct one-on-one interviews with individual stakeholders, <br /> a stakeholder charrette, or additional stakeholder meetings%focus group meetings. <br /> Optional Task: Project Advisor <br /> At City's direction, Consultant shall arrange for ponald Shoup to give an ea�1y presentation to <br /> stakeholders to "restart" the conversation about parking and to reinforce some of the original <br /> reasons why the City developed the variable pricing program back in 2005. <br /> ATTY/AGR.2012.175/CDM SMITH INC. <br /> REV:•11-1-12 VR <br /> Page 14 of 19 <br />
