Contingency Plan <br /> <br />The following general rules and considerations' will be followed during any event <br />which, may have the potential to create a negative impact upon air or water quality <br />due to unexpected events associated with the composting process. The following <br />procedures will be outlined in the daily' operations manual. Each operator will be <br />trained prior to commencement of operations as to which corrective or remedial <br />actions to be followed should any of these events .occur. <br /> <br />Equipment Breakdown <br /> <br />All equipment required for the primary duties of the compost facility will be properly <br />maintained and inspected on a daily basis to ensure breakdowns are the exception <br />not the rule. Spare parts for frequently repaired or replaced items will be kept in <br />inventory at the facility. Operators will be sufficiently trained so the majority of <br />maintenance and repairs can be completed in-house. All equipment will be <br />purchased from reputable manufacturers who maintain sufficient quantities of spare <br />parts which can be. obtained overnight to ensure no piece of equipment is down long <br />enough to endanger the integrity of the compost facility or product. <br /> <br />A list of manufacturers' phone numbers will be maintained in the office to ensure that <br />quick technical assistance can be obtained in the event of an emergency. <br /> <br />Odor Control <br /> <br />Odor control at the facility will be accomplished through strict, management practices. <br />Certain odors cannot be avoided due to the nature of the waste. These odors are <br />best dealt with by ensuring the odorous waste is immediately covered with either leaf <br />and yard waste or finished compost upon receipt at the compost facility. <br /> <br />Excessive generation of odors is primarily caused by either improper balance of <br />nutrients (principally, carbon/nitrogen ratio), or the existence of anaerobic conditions <br />in the windrows. <br /> <br /> 8 <br /> <br /> <br />
