BFI's past experience has demonstrated that once a waste is incorporated into a
windrow and the windrow reaches temperature, the odors originating from the pile
are considerably reduced. BFI will therefore ensure that all waste is incorporated
into a windrow as quickly as possible.

Fires

Each piece of mobile equipment will have two fire extinguishes, and the office will
have two fire extinguishes. In the event of a fire due to a hot load, the landfill
supervisor will be notified, and the fire department will be called.

All emergency phone numbers will be posted next to the telephone in the office.

Dust

All composting will take place on a solid surface which will reduce dust emissions
common to equipment travel on unimproved surfaces. In the event dust becomes
a nuisance, BFI will, through best management practices, adopt appropriate
operational strategies to reduce any potential annoyance caused by excessive dust.

BFI will schedule turning events early in the morning before the winds increase
which will allow the dust to settle on the compost pad. Again, good housekeeping
will be practiced to avoid any accumulation of dry material on paved surfaces which
tend to become airborne during equipment travel.

Noise

All machinery with internal combustion engines will be properly maintained and will
have mufflers that will control the noise level eman. ating from these machines. The
equipment used in the compost operation will have noise levels similar to those
associated with landfill equipment. BFI anticipates the noise generated at the facilfty
tO be consistent with noise expected from a landfill; and should not create a
nuisance.

9
