Record Keeping

The following is a description of record keeping procedures and material and
product flow through the site:

The record keeping procedures BFI will utilize at the Ox Mountain Compost Facility
are based upon BFI's proven experience in other composting operations.

All material that enters the site will cross the truck scale located at the entrance to
the Landfill. Each load will receive a weight ticket number that will be used to track
the load once it is in the unloading area. A spotter will examine each load and
determine and record the contamination level on the receiving ticket.

From this point on, all material unloaded in the receiving area and processed
through the shredder and trommel screens will be logged on a volume basis.
Typically this is done by recording each bucket load of matedal moved, conversion
to tonnage is then completed using the known bulk density of the material.

The recording process continues by having the loader operator log each bucket load
of yard waste put into the shredder, subsequently each bucket load of material that
exits the shredder conveyor will also be logged. This will indicate the volume
reduction by the shredding process.

Each individual windrow will be constructed separately and will be labeled according
to the date windrow construction began and the 'slot' the windrow occupies. For
example, a windrow labeled 930628-12F-1250 began consl~ction on June 28, 1993
and occupies slot 'F' on the composting pad, is the twelfth windrow built at this
facility and has a maximum capacity of 1,250 cubic yards of material. This
numbering system for each windrow provides a unique identification number for
each windrow and also allows easy determination of windrow age, windrow location
on the composting pad, and original windrow volume. Each 'slot' will be labeled with
a letter designating it's location, beginning with the letter A and continuing in order
to.the letter Z. Each slot is defined as the 18' wide space a windrow will occupy
during the active composting phase. Due to the layout of the parcel, the lettering
system for the windrows will begin on the eastem side of the composting pad, and
progress towards 'Z' as the windrows move to the West.

11
