Continuing on with the process flow, each load of matedal deposited in a windrow
will be recorded by the operator on a ~,,indrow construction tally sheet', whereby the
operator knows how many bucket loads of each material to evenly d~[Hbute over the
entire length of the windrow until the windrow reaches capacity. This will ensure
homogenous construction of windrows and a final recording of input into an
individual windrow. The operator will then complete the exact same type of
recording when a windrow is broken down and put into curing, this will allow
dete[(r, ination of the actual volume reduction due to composting.

Finally all volumes will again be recorded as material is removed from cudng and
enters the post-processing area for final scrccning before entering storage. This will
provide volumes of finished product and rejects, captured dudng this process.

To summarize, the following records are kept daily, and summarized on a monthly
basis:

1. Monthly Log - Compilation of the daily log for the prior month.

· 2. Maintenance Log - Summarizes major equipment failures/breakdown.

3. Windrow Monitoring History - Summarizes individual windrow management
activities and outlines temperature, pH, 02, and Organic matter analysis.

4. Annual Log - Updated yearly log showing each months activities to date.

5. Laboratory Analysis - Results of outside laboratory analysis.

Subcontractors

BFI does not anticipate utilizing subcontractors in the daily operation of the Ox
Mountain Composting Facility. BFI may subcontract product shipping and outside
' certified laboratory analysis. Other than these two activities, all processes will be
conducted by BFI.

12
