By motion authorize the Mayor to transmit a letter inviting electing <br /> officials from member agencies to participate in a Blue Ribbon Task Force <br /> to analyze the governance structure and board composition of the South <br /> Bayside Waste Management Authority (SBWMA) and develop alternatives <br /> to the current structure. <br /> 2. Authorize the City Council Utilities Committee to appoint a member <br /> of the committee to serve on the task force and also select an alternate to <br /> serve. MINUTE ORDER 12-223 <br /> Dr. Bell presented the report and explained the staffing levels of SBWMA and the <br /> current composition of the Board. He said that within the last year the Board <br /> announced it would be willing to discuss a change to its composition if people want that. <br /> Dr. Bell said that the goal here is to have a blue ribbon task force to look at the current <br /> structure of the Board and have the Council Utilities Committee review the options. <br /> One Council Member provided historical information. She also said that the Council has <br /> been asked by the community to look at efficiencies, do less with more, and review <br /> options to streamline. She noted that this as an opportunity to look at the current use of <br /> the funds; and, if there is a redundancy, it should be addressed. It was also noted by <br /> this Council Member that the jurisdictions, that are supporting this entity and then have <br /> to raise rates on their constituents, need to be judicious and good stewards. This <br /> Council Member added that there was a personnel matter and she was surprised that <br /> the Executive Director was not placed on administrative leave when there was an <br /> investigation going on regarding a lay-off. She believes these are all important issues to <br /> look at. <br /> Another Council Member opined that for him it is an issue of stewardship on behalf of <br /> the community. <br /> M/S Seybert/Bain to approve the recommendation. <br /> Council Member Ira provided historical information on the cost increases and he <br /> questions if the City is getting the services it needs. He also spoke about the options of <br /> franchising. Vice Mayor Gee thanked the members of the Utilities Commission for all <br /> their work on this front.
