TASK 3—PRELIMINARY DESIGN (30% DESIGN SUBMITTAL) <br /> This phase includes a preliminary design layout and technical memorandum that will be used as <br /> the basis for the development of the plans and specifications. <br /> Consultant shall: <br /> 1. Review the existing storm drain system and pump station functional status. Conduct a <br /> meeting with City Public Works Services and Engineering staff and perForm a site visit to <br /> evaluate existing piping, valves, meters, electrical, SCADA, and develop a full <br /> understanding regarding the use of the Bair Island Storm Pump Station. <br /> 2. Review, comment, and evaluate the stormwater drainage study completed by KPFF <br /> Consulting Engineers and verify the hydraulic analysis prepared for the new storm drain <br /> system adequately meet the design criteria, functions, and goals. Provide additional <br /> recommendations to improve the system. Incorporate all criteria, recommendations and <br /> findings in the design upon favorable review by the City. Review the existing PG&E <br /> electricity service and coordinate with PG&E for a service upgrade as required. <br /> 3. Review Geotechnical Report(prepared by Treadwell & Rollo) in the design. <br /> 4. Review Hydrology and Water Quality section of the EIR for Marina shores Village Project <br /> that was completed in March 5, 2003. <br /> 5. Develop a pum p station layout for review. All alternatives shall consider locations for <br /> maintenance access, pum p station wet well, valve vault, MCC unit, and standby emergency <br /> generator. <br /> 6. A preliminary construction cost estimate shall be included in the subm ittal. <br /> 7. Prepare a technical memorandum, preliminary plans, and basis of design and for the <br /> project. Five (5) sets of the preliminary design study shall be presented to the City for <br /> review. One meeting shall be scheduled with City staff after review of the preliminary <br /> design study submittal.The goal of the scheduled meeting is to come to consensus on the <br /> design elements and layout prior to proceeding with the 90% Design Submittat. <br /> Deliverables: <br /> • Review Drainage Study Report comments <br /> • Review comments from the Hydrology and Water Quality section of the EIR <br /> • Recommended pump station layout <br /> • Preliminary construction cost estimate <br /> • Technical Memorandum, preliminary plans and basis of final design criteria <br /> Assumptions: <br /> • Consultant's base effort and budget is based on using a factory pre packaged pump station <br /> with submersible pumps with MCC and control panel, including precast wet well and valve <br /> box, , diesel generator with factory acoustical enclosure, and a manual trash rack in the <br /> manhole upstream of the pump station. <br /> TASK 4—90% DESIGN SUBMITTAL <br /> With the City's approval of 30$ submittal, the Consultant shall proceed with the Semi-Final <br /> (90%) Design and the preparation of the improvement plans and specifications as follows. <br /> Consultant shall: <br /> 1. Prepare for review by City, ninety percent (90%) complete construction drawings consisting <br /> of plan views, profiles, cross-sections, construction notes, detailing of major components, <br /> construction notes, utility connection points, specification outline, construction cost <br /> ATTY/AGR/2012.206/CAROLLO FOR$218784 <br /> REV:12-20-12 VR <br /> Page 11 of 16 <br />
