7.A. - Page 33 <br /> Redwood City Chapter 1.Introduction <br /> standards and thresholds adopted by other public agencies with jurisdiction over select <br /> environmental issues are used as thresholds of significance.Also,accepted technical and scientific <br /> data are used in other instances to determine if an impact would be considered significant. In cases <br /> where the Appendix G of the CEQA Guidelines,adopted City policies,standards or thresholds have <br /> changed since the certification of the 2007 FEIR,the new threshold has been included in this <br /> Addendum No. 2. <br /> For the analysis of the environmental impacts in this Addendum No. 2,significance criteria from the <br /> CEQA Guidelines are identified and have been applied in analyzing the potential effects of the <br /> proposed modifications. <br /> Environmental Impacts <br /> Consistent with the 2007 FEIR,the analysis of environmental impacts presented in this Addendum <br /> No. 2 identifies specific project-related direct and indirect,short term and long term,and <br /> unavoidable impacts of the proposed modifications.As described above,the significance criteria <br /> provide the basis for distinguishing between impacts which are determined to be significant(i.e., <br /> impacts which exceed the threshold of significance) and impacts which are considered less than <br /> significant.The existing environmental setting(i.e.,existing conditions) at the time of NOP <br /> publication for the 2006 Draft EIR is used as the baseline for documenting the nature and extent of <br /> changes to the environment or the environmental impacts anticipated to result from the proposed <br /> modifications;however,changes in physical conditions that have occurred from 2006 to 2012 are <br /> taken into account,particularly in the analysis of traffic,air quality,and noise. <br /> The following terminology is used to describe the level of significance of potential impacts. <br /> • A finding of no impact is appropriate if the analysis concludes that the project would not affect <br /> the particular topic area in any way. <br /> • An impact is considered less than significant if the analysis concludes that it would cause no <br /> substantial adverse change to the environment and requires no mitigation. <br /> • An impact is considered less than significant with mitigation incorporated if the analysis <br /> concludes that it would cause no substantial adverse change to the environment with the <br /> implementation of the mitigation measures described herein. <br /> • An impact is considered potentially significant if the analysis concludes that it could have a <br /> substantial adverse effect on the environment.For the proposed modifications,no impacts were <br /> determined to be potentially significant. <br /> The proposed mitigation measures included in this Addendum No. 2 are designed to reduce or <br /> eliminate the potentially significant environmental impacts described herein.Mitigation measures <br /> are structured in accordance with the criteria in Sections 15126.4 and 15370 of the State CEQA <br /> Guidelines.Unavoidable significant adverse impacts are those effects that either cannot be mitigated <br /> or that remain significant even after implementation of mitigation measures.The level of <br /> significance of the identified impacts after mitigation is identified in Chapter 4, Environmental <br /> Impact Analysis,of this Addendum No. 2. <br /> Addendum No.2 to the Environmental Impact Report for September 2012 <br /> the Redwood City Costco Wholesale Project 1-4 ICF 00154.12 <br />
