The 2007 <br /> Certified EIR therefore concluded that ambient air quality impacts associated with vehicle <br /> queuing would be less than significant. <br /> In February 2010, the U.S. Environmental Protection Agency enacted a new federal ambient <br /> one-hour NOZ standard of 100 parts per billion, or 188 micrograms per cubic meter (�g/m3). <br /> Table 12 updates 2007 Certified EIR Table 4.5-8 to reflect the new federal standard, which is <br /> lower than the California one-hour NOZ standard of 470 �g/m3 used in the 2007 Certified EIR. <br /> As can be seen in Table 12, the increase in short-term ambient NOZ concentrations due to <br /> vehicle queuing would remain less than one percent for on-site employees and customers, and <br /> less than one half of one percent for off-site residents. Even through vehicle queuing is expected to increase 20 percent, from an <br /> estimated 75 hours per day for the 16-position facility evaluated in the 2007 Certified EIR to 91 <br /> hours per day for the proposed 20-position facility, San Mateo County vehicle emission rates <br /> used in the current vehicle queuing analysis are lower than emission rates used in the 2007 <br /> Certified EIR.$ As shown in Table 13, vehicle emissions associated with queuing at the <br /> proposed 20-position facility are expected to be 30 to 75 percent lower than the queuing <br /> emissions associated with the 16-position facility evaluated in the 2007 Certified EIR. As a <br /> result, ambient air quality impacts associated with vehicle queuing at the proposed 20-position <br /> GDF would remain less than significant. Even though vehicle queuing emissions could increase <br /> if the extreme maximum assumption that facility vehicle trips double were used, ambient air <br /> quality impacts associated with vehicle queuing at the proposed 20-position GDF would still <br /> remain less than significant. (Appendix C, Table C-1 a). <br /> $As shown in Appendix C, Table C-1,emission rates used in the current vehicle queuing analysis are 40 to 75% <br /> lower than the 2007 Certified EIR vehicle queuing analysis emission rates.
