Odors. The 2007 Certified EIR noted that the GDF is a potential odor source due to evaporative emission losses from gasoline dispensing at the facility, but that such odors are generally readily dissipated within the breezy conditions of Redwood City. As noted in the 2007 Certified EIR, the GDF is required to install and operate emissions controls to reduce emissions of gasoline vapors. The combined effect of emissions controls, distance setbacks, and generally favorable wind conditions were expected to minimize potential odor impacts to less than significant levels. Costco will be required by the Bay Area AQMD to install emissions controls on its new fuel dispensers to reduce emissions of gasoline vapors, conduct emissions source testing to verify correct operation, and perform ongoing maintenance to ensure continued operation. Also, the Bay Area AQMD has received no odor complaints against the Costco Redwood City GDF since it began operation in September 2009 (Source: BAAQMD, 2012). Therefore, potential odor impacts associated with operation of the proposed 20-position GDF are expected to remain less than significant. Toxic Air Contaminants. Proiect Impacts. In February 2008, the Bay Area AQMD conducted a health risk screening analysis, using dispersion modeling, to evaluate the potential health risks associated with the proposed Costco Wholesale Redwood City GDF (BAAQMD, 2008b). Assuming a gasoline throughput of 29.8 million gallons per year (the maximum allowable throughput without requiring emission offsets under the District's New Source Review Rule), the District estimated excess cancer risks and chronic non-cancer hazard indices to be as shown in Table 14.
