Redwood City Costco Gasoline Expansion Pr 7.A. - Page 214 <br /> August 20,2012 ruye� <br /> Kittelson&Associates, Inc. (KAI) has prepared preliminary transportation and parking information <br /> regarding the existing characteristics of and the proposed expansion to the Costco Gasoline fuel <br /> station located at 2300 Middlefield Road in the City of Redwood City, California. The purpose of this <br /> memorandum is to address two main topics: <br /> Provide documentation of the existing transportation characteristics of the site and fuel <br /> station in accordance with follow up requirements of the initial development approval; <br /> and <br /> Provide preliminary data and information on the expected transportation <br /> characteristics and impacts associated with expanding the existing fuel station from 3 <br /> islands (12 fueling positions)to 5 islands (20 fueling positions). <br /> The scope for this work was developed based on the previous work completed for the initial gas <br /> station development application, direction from City Staff, and the Costco team's review of the <br /> transportation and parking issues associated with the proposed gas station expansion. This <br /> memorandum provides an assessment of the transportation and trip generation changes expected <br /> to result from increasing the existing fuel station to 5 islands (20 fueling positions). <br /> CONTEXT & HISTORY <br /> The project site is currently developed with a Costco warehouse building and a 3 island (12 fueling <br /> position) Costco Gasoline fuel station. The fuel station was initially approved for development in <br /> 2007 and has been operational since October 2009. The initial project site plans, EIR study, and <br /> approval process completed for the 2007 approval all included and assumed traffic and impact for a <br /> 4 island (16 fueling position) Costco Gasoline facility. However, at the final Conditional Use Permit <br /> (CUP) hearing for the project approval, the Zoning Administrator modified the project and only <br /> approved the project with a 12 fueling position fuel station to address neighborhood concerns <br /> related to traffic congestion,vehicle idling,and queuing at the fuel pumps. <br /> Since the fuel station has been in operation, it's been observed that having only 12 fueling positions <br /> is not sufficient to serve and process the existing demand in an efficient manner.As such, relatively <br /> long queues and wait times are experienced at the fuel station during peak periods because there <br /> are not enough fuel dispensers to efficiently serve the peak demand. Costco is now seeking <br /> approval to expand the fuel station to 5 islands with 20 fueling positions. This study will evaluate <br /> what effect the proposed fuel station expansion will have on overall traffic generation to and from <br /> Kittelson&Associates,Inc. Boise,Idaho <br />
