The average wait times varied from 3 minutes <br /> and 29 seconds during the weekday p.m. peak hour to 8 minutes and 22 seconds during the <br /> weekend midday peak hour. The longer wait times during the weekend midday peak compared to <br /> the weekday p.m. peak are consistent with the longer queues observed during the weekend midday <br /> peak hour. <br /> Costco does not maintain or identify specific targets for the maximum length of queue or maximum <br /> length of wait time they wish to maintain for members at their fuel stations. However, they do seek <br /> to maintain operations at a level where members' inconvenience and complaints are minimized and <br /> where queuing from the fuel station does not interfere with circulation and operations in the <br /> parking field or in other areas of the site. Consistent with this, the main objective of the proposed <br /> fuel station expansion is to improve operations and reduce queuing and wait times for the existing <br /> members who visit the Redwood City location. <br /> The observed wait times do not include time at the pump actually fueling a vehicle, which was <br /> collected separately to understand how long fuel station members spend actually at the pump once <br /> they reach the front of the queue.
