7.A. - Page 410 <br /> Paula Uccelli, the owner of Pete's Harbor, spoke to the Commission. She stated that no <br /> Pete's Harbor tenants have received a termination of lease notice. She stated that <br /> leases are month-to-month and Pete's Harbor has been for sale for nearly 12 years. <br /> She noted that in 2002 Pete added an amendment to the lease stating that since the <br /> Marina was up for sale no live-aboards were being admitted, and the live-aboard status <br /> was granted as a favor. Tenants agreed to leave the slip when required by the marina, <br /> with notice from the owner. She stated that no matter what happens tonight changes will <br /> be happening at Pete's Harbor. She stated that she reached out to the City and to <br /> surrounding marinas for help finding low-income housing and resources for the tenants. <br /> She noted that copies of the July 20, 2012 and September 20, 2012 letters to tenants <br /> informing them of possible sale were provided to the Commission. She states that the <br /> media has reported that 500 live-aboards will be displaced but actually there are 52 <br /> boats that are live-aboards. She stated that 60 years ago her husband, Pete Uccelli, <br /> had a dream and Pete's Harbor was born. She stated she came into his live 44 years <br /> ago and worked with him to create a peaceful waterfront, and 7 years ago she never <br /> thought she would be managing the harbor without him. <br /> Ted Hannig, Ms. Uccelli's attorney, stated that his family has been working in Redwood <br /> City for 62 years, and has been associated with the Uccelli family for 50 years. He <br /> stated that he is very familiar with Pete's intentions. He noted that he has been a boater <br /> for many years and has worked to bring the boating community together in Redwood <br /> City. He stated all the dry land is owned by the Uccellis and some submerged land is, <br /> as per a 1983 courtjudgment. He stated some submerged land is leased by the Uccellis <br /> from the State of California. He stated that Pete included language in 2002 that he didn't <br /> want live-aboards because the land was up for sale, but did it as a favor, and live- <br /> aboards have agreed since 2002 that this provision would be here for them. He stated <br /> there are currently 52 live-aboards and of those 75% have that in their language and the <br /> remaining 25% have been there since before 2002. He stated all of the live-aboards are <br /> month-to-month. He noted that a census was taken in August, when there were 88 live- <br /> aboards, after a letter alerting tenants to the possibility of a sale of the property. He <br /> noted that 15% of non-live-aboards have vacated since that census. He stated that <br /> people who choose to have been able to find alternate locations. He noted that Pete's <br /> Harbor has asked the City to assist residents that need help finding housing. He stated <br /> at the meeting with the tenants Paula told tenants that arrangements could be made so <br /> tenants could have a longer period of time to find alternate housing. He noted that in <br /> 1986 there was another community at Pete's Harbor, and they were given notice to pull <br /> anchor and move. He stated that people were not pleased because the boating <br /> community would go through a change, but Pete knew that he needed to go through that <br /> change for the betterment of the harbor. He stated that the impact fees to the City on <br /> this project are 8.1 million for the underpass, the storm water projects, and so forth, and <br /> 1.1 million for the schools. He stated there would be 9.2 million dollars delays for the <br /> City every day this project is delayed. He stated 2,000 construction jobs would be <br /> associated with this project. He referred to a variety of other jobs the project would <br /> provide as well as benefits to the community that would be delayed by delaying the <br /> move-out for tenants. He noted that only the toilets go into holding tanks, while sinks, <br /> showers, et cetera, go into the harbor and this affects the water environment. He noted <br /> that native planting issues will be fixed as well. He noted that the Uccellis have worked <br /> for children in schools for many years. This project will generate 2.4 million dollars in <br /> property tax per year and much of that goes to school. <br /> Paul Powers gave the following presentation. <br /> Page 18 of 21 <br />
