6.1.A. - Page 7 <br /> James Jonas, who lives on a floating home in Docktown, expressed thanks and <br /> appreciation to the staff for their work on these complex issues with little time. He <br /> spoke in favor of recommendations Nos. 1, 3, 4 and 5 and against recommendation No. <br /> 2 on the staff report. He asked that recommendation 2 be tabled and opined that there <br /> is a conflict with current California residency law. He also noted that not every floating <br /> structure is a vessel, that berthing should not be "cookie cutter," and that berthing is not <br /> a parking place but a home. <br /> Tania Sole, President of the Redwood Creek Association and a resident of Docktown, <br /> expressed her thanks and read from a letter she had sent to Community Development <br /> Director Ekern: they are interested in working with the city to manage the property and <br /> floating homes on Maple Street since they had previously expressed interest in <br /> purchasing Docktown Inc. She expressed concerns that include the interim time since <br /> Docktown Inc. ceased operations, the Inner Harbor Plan, and she spoke in favor of staff <br /> report recommendations Nos. 1, 3, 4 & 5 and against recommendation No.2, which she <br /> opined does not apply to their floating community. <br /> Carole Wong submitted a hardcopy to Council with her comments (on file) and spoke in <br /> favor of staff report recommendations Nos. 1, 3, 4 & 5 and stated her agreement with <br /> previous speakers' comments against staff report recommendation No. 2 as <br /> inappropriate. She opined that two types of agreements should be created, one for <br /> vessels and one for floating homes. She noted that there were no draft rules and <br /> regulations on exhibit A and that the city should look outside to other leading floating <br /> home communities. <br /> Mr. Ekern noted that the berthing agreement is only for vessels, not for floating homes <br /> and staff is working on a distinctly separate agreement for them. Ms. Thompson, City <br /> Attorney, added that the language before Council provides sufficient authority to staff to <br /> adjust the agreement to the type of vessel. One Council Member asked staff to consider <br /> floating home residency laws referenced by a speaker (Ms. Wong) and she would like <br /> this to be looked at expansively and broadly, beyond immediate concerns, and for future <br /> solutions. Ms. Thompson said that this is an interim measure/arrangement until there is <br /> further direction and guidance from the City Council as they look at the Inner Harbor <br /> Plan. Furthermore, staff will look more closely at other California harbor cities and local <br /> law. <br /> Another Council Member inquired about the Inner Harbor Plan, how it relates to the <br /> General Plan, and how it fits with the interim solutions. Mr. Ekern said that without pre- <br /> judging anything, staff will come to Council in March and lay out a community process <br /> plan with Council input and direction. He referred to the General Plan and how he thinks <br /> this will be a one year process. This Council Member wanted staff to provide a detailed <br /> map of the 60+ acres and an overlay that includes all the regional and state agencies <br /> that have "say" over this area in terms of easements and titles and with as much <br /> information as possible up front for everyone to work from the same base with no <br /> surprises.
