Anv parkin� structure with at least one floor of parkin� at �rade or <br /> above, and which also contains primary property fronta�e on a primary street, shall <br /> incorporate either wrapped residential uses or retail businesses with shoppin� <br /> windows viewable from the sidewalk alon� the �round floor. Similar architectural <br /> treatments may be substituted in lieu of the shoppin� windows with the approval of <br /> the Community Development Director or his/her desi�nee, with the <br /> recommendation of the Architectural Advisory Committee. The architectural <br /> treatments must demonstrate an equal or hi�her qualitv of desi�n. <br /> b. Secondary Street.
