6.4.A. - Page 106 2.0 Project Description <br /> 2.3.5 Revisions to Article 29: Commercial Office District <br /> The proposed Draft Commercial Office Zoning Ordinance Amendment represents a revision to an existing <br /> article in the Zoning Ordinance. The Commercial Office District will be one of two districts that directly <br /> implement the Commercial - Office Professional/Technology General Plan land use designation. The <br /> General Plan defined the major parameters for allowable intensities. <br /> The draft Commercial Office Zoning District section (Article 29) has been reorganized to provide ease in <br /> use, complete with summarizing tables. In addition, allowable FAR has been increased to conform with <br /> the allowances of the New General Plan and farade composition, parking location, and architectural <br /> regulations were added to address General Plan policy. Article 29 is divided into eight sections: <br /> 29.1 - Purpose. <br /> 29.2 - Permitted Uses. <br /> 29.3 - Development Standards. <br /> 29.4 - Exemptions from FAR Calculation. <br /> 29.5 - Incentive-Based FAR Bonus. <br /> 29.6 - Minimum Pervious Area and Stormwater Requirements. <br /> 29.7 - Parking Location <br /> 29.8 - Farade Composition and Architectural Regulations <br /> The stated purpose of the CO zone was revised as part of this Zoning Amendment as follows: Purpose: <br /> To provide for areas appropriate for large-scale office developments, in urban form, and to recognize <br /> existing office centers on arterials and visible from U.S. Route 101. Limited accessory financial, retail, and <br /> service uses are permitted. This district is consistent with the General Plan's Commercial - Office <br /> Professional/Technology designation. <br /> 2.3.6 Revisions to Article 25: Combining Districts <br /> The proposed Draft Emergency Shelter Combining District Zoning Ordinance Amendment represents a <br /> new article in the Zoning Ordinance. The Emergency Shelter Combining District implements General Plan <br /> policy in the Housing Element directing the City to adopt such a district. The General Plan defined the <br /> major parameters for development standards and permitted uses. <br /> The new Emergency Shelter Combining District section (Article 25.8) is divided into four sections: <br /> 25.8(A) - Purpose. <br /> 25.8(B) - Permitted Uses. <br /> 25.8(C) - Use Standards. <br /> 25.8(D) - Development Standards. <br /> The purpose of the Emergency Shelter Combining District is as follows: The Emergency Shelter <br /> Combining District is established in accordance with California Government Code §65582, 65583(a), and <br /> 65589.5, to permit emergency shelters as a matter of right within the Emergency Shelter Combining <br /> District. The purpose of regulating the siting of emergency shelters is to ensure the development of <br /> emergency shelters do not adversely impact adjacent parcels or the surrounding neighborhood, and shall <br /> be developed in a manner that protects the health, safety, and general welfare of nearby residents and <br /> businesses while providing for the housing needs of the homeless. <br /> 2.3.7 Revisions to Article 31: Special Provisions <br /> As part of the Comprehensive 2013 Zoning Ordinance Amendment, Article 31: Special Provisions was <br /> amended to change the Article's name to Article 31: Special Uses and Provisions and to clarify the <br /> Article's purpose and to address two specific uses: assisted living facilities and hotels. <br /> Redwood City <br /> Comprehensive 2013 Zoning Amendment Page 16 of 51 Addendum to General Plan FEIR <br />
