Specifically, this project targets PSGP goals: 1) Enhancement of Maritime Domain Awareness, and 2) Enhancing Improvised Explosive Device (IED) and Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) prevention, protection,response,and recovery capabilities. The local AMSP goals are focused on response to changes in MARSEC level, threats to the Marine Transportation System, and Transportation Security Incidents in Northern California. As per the San Francisco Bay and River Delta Region-Wide Strategic Risk Management/Mitigation and Port Trade Resumption/Resiliency Plan, this project corresponds to the following Risk Management/Mitigation Initiatives: 4.5.9:Enhance Marine Firefighting Capabilities,and 4.5.8:Expand CBRNE Monitoring Capabilities. The key gaps in these initiatives include: 1) "Marine firefighting capabilities are limited throughout the region" and 2) "Most facilities in the region do not have monitoring capabilities to detect chemical, biological,or radiological threats".
