IJ#35-Waterside MDA-IED-CBRNE Prevention - IJ.docx $S (PSGP FY 08)
Iil. Impact
 - .- . . . . . -• • •. .
• • •- Narrative
°. • - Not to exceed '/ a e
- , . ! • Discuss how the project will reduce risk in a cost effective manner
o Discuss how this investment will reduce risk (e.g., reduce vulnerabilities or
mitigate the consequences of an event) by addressing the needs and priorities
identified in earlier analysis and review. For facility specific investments, the
antici ated risk reduction in MSRAM should be included
- +• The Port's Security and Vulnerability Assessment identified multiple properties,critical infrastructure,and
key assets vulnerable to terrorist attack or natural disaster. For security purposes, this list will not be
included in this document. The majority of mitigation recommendations involve enhancing prevention
and response capabilities. A new, state of the art, all hazards firefighting response vessel will increase
capabilities to handle any marine related emergency more efficiently and timely. The all hazards vessel
would also be involved in regular marine safety Critical Infrastructure and Key Asset (Cl/KA) patrols,
providing a visible public safety presence while conducting radiation and environmental monitoring.
The security of our nation is a direct result of our economic security;the San Francisco eay Area provides a
crucial facet of that security. The economic prosperity and well-being of the Port complex is also directly
linked to the other Ports residing within the San Francisco Bay; all have a key role in the economic and
psychological well-being of the region, and the nation as a whole. A new vessel will provide the region
with a capability that is ready for deployment at all times and in all conditions. It is a key vulnerability
issue that one Port affected by a terrorist disruption will have a domino effect on the economic stability of
the San Francisco Bay Region as a whole. The Port of Redwood City is the southernmost port in the Bay
Area, and as such, provides the level of a defense-in-depth strategy for protecting the southern part of the
San Francisco Bay,therefore ensuring the protection of all ports within the region.
'WARNING:THIS RECORD WHEN FILLED OUT CONTAINS SENSITIVE SECURITY INFORMATION THAT IS CONTROLLED
UNDER THE PROVISIONS OF 49 CFR 1520.NO PART OF THIS RECORD MAV BE DISCLOSED TO PERSONS WITHOUT A Page 5 of 8
'NEED TO KNOW"AS DEFINED IN 49 CFR PART 1520,EXCEPT WITH THE WRITTEN PERMISSION OF THE
ADMINISTRATOR OF THE TRANSPORTATION SECURITY ADMINISTR4TION.UNAUTHORIZED RELEASE MAY RESULT IN
CIVIL PENALTY OR OTHER ACTION.FOR U.S.GOVERNMENT AGENCIES,PUBLIC DISCLOSURE IS GOVERNED BY 5
U.S.C.552 AND 49 CFR PART 1520"
