Redwood City Creneral Plan <br /> 2oi2ar6.1.F. - Page 7 <br /> Pending General Plan Amendments <br /> On May 19, 2009, Redwood City received an application for a large-scale development proj ect, <br /> the proposed Saltworks proj ect on the Cargill property located east of Highway 101 and <br /> immediately south of Seaport Boulevard. The application, consisting of a General Plan <br /> Amendment, an Environmental Assessment, and a Zoning Map Amendment, outlines <br /> development plans for the 1,436-acre property. According to the application, the proposed <br /> Saltworks proj ect would develop approximately half of the property with housing retail, and <br /> other commercial uses; half of the property would be dedicated for habitat restoration, parks, a <br /> sports field complex, multi-use open space, and waterways. On May 4, 2012, the applicant <br /> withdrew the Saltworks 50/50 Balanced Plan Project application to focus on a revised plan that <br /> would encompass a much smaller footprint, approximately half of the acreage of the 2009 <br /> proposal, and to explore the related review process with federal agencies. <br /> In 2012, the City initiated the rezoning process for a minor General Plan Amendment for a <br /> property located at the corner of El Camino Real and Oakwood Drive. This property had two <br /> land use designations; the maj ority of the lot, fronting El Camino Real, was designated "Mixed <br /> Use — Neighborhood" while the remainder was designated "Residential — High Density." This <br /> was caused by the General Plan Land use Map being based on the County Assessor's parcel <br /> information; the two portions of the lot area assessed for property taxes separately by the County, <br /> even though there is only one legal lot at this location. This General Plan amendment would <br /> designate the entire lot as "Mixed Use — Neighborhood." On March 11, 2013, as part of the <br /> Comprehensive 2013 Zoning Ordinance and General Plan Land Use Designation, the City <br /> Council considered said amendment, which is anticipated for final adoption in May 2013. <br /> Compliance with General Plan Guidelines <br /> Section 65400 of the California Government Code regulates the implementation of the General <br /> Plan and completion of a General Plan annual report. This section requires jurisdictions to <br /> include the degree to which the approved General Plan complies with the State of California <br /> General Plan Guidelines. As noted above, Redwood City recently prepared a new General Plan <br /> that meets all State requirements, including certification and approval of the Housing Element by <br /> the State Department of Housing and Community Development, environmental justice <br /> considerations, and required consultation with Native American tribes. The General Plan <br /> Guidelines were consulted and adhered to in preparation of the new General Plan. <br /> General Plan Element Progress Review <br /> The General Plan contains the seven State-required elements (land use, circulation, housing <br /> conservation, open space, noise and safety). The State General Plan Guidelines allow the <br /> combining of elements or the addition of new elements as long as the required seven elements <br /> are present in some fashion.
