Land Use Compatibility <br /> The project area comprises a mix of uses including residential, commercial, and retail land uses as <br /> well as a hotel. As a quasi-residential land use,the proposed assisted living facility would be <br /> compatible with the adjacent and nearby residences. While operation of the facility will include <br /> delivery trucks and other business related tasks not typical of a residence,the majority of these tasks <br /> will occur during standard business hours and will not be incompatible with the residences. There <br /> may be some operational tasks that will occur outside normal business hours,but these will be <br /> limited and will be schedule to not disrupt the surrounding neighborhood. Noise associated with <br /> business operations is addressed in Section 4.12. <br /> Given that the existing residential neighborhood is compatible with the surrounding commercial land <br /> uses,the proposed facility would also be compatible and would not interfere with the existing <br /> operations of the adjacent businesses. Furthermore,the mass and scale of the building would be <br /> comparable to the surrounding buildings and would not detrimentally affect the surrounding land <br /> uses. <br /> For these reasons,the proposed project is a compatible land use with the surrounding neighborhood. <br /> (Less Than Significant Impact) <br /> General Plan and Zoning Consistency <br /> As stated in Section 4.10.13,the project site is designated MUN—Mixed Use Neighborhood General <br /> Plan and zoning designations are intended for moderate-scaled, mixed-use developments that include <br /> residential and neighborhood-serving commercial uses in a pedestrian-oriented setting. As a quasi- <br /> residential land use,the proposed project is consistent with the MUN General Plan and zoning <br /> designations. (No Impact) <br /> Grand Boulevard Initiative <br /> The Grand Boulevard is a collaboration of 19 cities, counties, and local and regional agencies whose <br /> goal is to improve the performance, safety, and aesthetics of El Camino Real. The Grand Boulevard <br /> Initiative starts at the northern Daly City city limit and ends near the Diridon Caltrain Station in <br /> downtown San Jose. <br /> The main goals of the Grand Boulevard Initiative are as follows: <br /> • Target housing and job growth in strategic areas along the corridor; <br /> • Encourage compact mixed-use development and high-quality urban design and construction; <br /> • Create a pedestrian-oriented environment and improve streetscapes, ensuring full access to and <br /> between public areas and private developments; <br /> • Develop a balanced multimodal corridor to maintain and improve mobility of people and <br /> vehicles; <br /> • Manage parking assets; <br /> • Provide vibrant public spaces and gathering places; <br /> • Preserve and accentuate unique and desirable community character and the existing quality of life <br /> in adjacent neighborhoods; <br /> Kensington Assisted Living Facility Project 62 Initial Study <br /> Redwood City Apri12013 <br />
