4.16.1.3 Existing Transit Service <br /> Existing transit service in the project area is provided by the San Mateo County Transit District <br /> (SamTrans) and Caltrain. There is a Caltrain station and a SamTrans bus depot on James Avenue, <br /> approximately 1.6 miles (traveling by surface streets)northeast of the project site. The southbound bus stop is located just north of Oakwood <br /> Avenue, also on El Camino Real. <br /> No other transit service exists within reasonable walking distance for visitors and workers of the <br /> project site.32 <br /> 4.16.1.4 Methodology <br /> The impacts of the proposed development were evaluated following the methodologies established <br /> by the City of Redwood City and the San Mateo County Congestion Management Program(CMP). <br /> The City/County Association of Governments (GCAG) oversees the County CMP. <br /> Traffic conditions were evaluated for existing conditions and existing plus proj ect conditions to <br /> determine if the level of service(LOS) of any local intersection in the project area would be <br /> adversely affected by the proposed project. The traffic study analyzed AM and PM Peak Hour traffic <br /> conditions, as well as the PM Peak Hour for schools33, for one signalized intersection in the vicinity <br /> of the project site, El Camino Real and Oakwood Avenue/Dumbarton Avenue. <br /> It is not typical for a proj ect to analyze the PM Peak Hour for schools (2:00 to 4:00 PM). Most of the <br /> trips to/from the facility will not,however, coincide with the standard AM and PM Peak Hours (7:00 <br /> to 9:00 am and 4:00 to 6:00 pm,respectively). Trips generated by employees,visitors, and deliveries <br /> would occur throughout the day and would not be consistent with typical commute patterns. Based <br /> on the operations of similar facilities,it is assumed that the mid-afternoon shift change at the <br /> proposed facility will occur between 3:00 and 4:00 pm,which corresponds to the school PM Peak <br /> Hour and not the standard PM Peak Hour.
