LOS is a qualitative description of operating conditions ranging from LOS A (free flowing <br /> conditions)to LOS F (excessive delays). The definitions of LOS for signalized intersections are <br /> summarized in Table 6. <br /> TABLE 6 <br /> Intersection Level of Service Definitions Based on Dela <br /> Levei of Average Controi <br /> Description Delay per <br /> Service Vehicie34 <br /> A Operations with very low delay occurring with fa�orable 10.0 or less <br /> ro ression and/or short c cle len ths. <br /> B Operations with low delay occurring with good progression and/or 101 to 20.0 <br /> short c cle len ths. <br /> Operations with a�erage delays resulting from fair progression <br /> C and/or longer cycle lengths. Individual cycle failures begin to 201 to 35.0 <br /> a ear. <br /> Operations with longer delays due to a combination of unfa�orable <br /> D progression, long cycle lengths, or high V/C35 ratios. Many 351 to 55.0 <br /> vehicles sto and individual c cle failures are noticeable. <br /> Operations with high delay values indicating poor progression, <br /> long cycle lengths, and high V/C ratios. Individual cycle failures <br /> E are frequent occurrences. This is considered to be the limit of 55.0 to 80.0 <br /> acce table dela . <br /> Operation with delays unacceptable to most drivers occurring due <br /> F to over saturation, oor ro ression, or ve lon c cle len ths. Greater than 80.0 <br /> Based on the City of Redwood City's policies, an acceptable operating LOS is defined as LOS D or <br /> better at all signalized intersections outside the downtown area. <br /> 4.16.1.5 Existing LOS of Signalized Intersections <br /> The LOS of the study intersection was measured for this analysis. Under existing conditions,the <br /> study intersection currently operates at an acceptable LOS C during the AM and PM Peak Hours. <br /> During the school P.M.
