<br />. , . <br /> c. <br />fifteenth day of the month following the month in which said <br />payments are received in the same proportion as the last <br />succeeding payment of maintenance and operation costs charged <br />to the Agencies. <br /> ARTICLE VI - BUDGET; MAINTENANCE AND OPERATION <br /> COSTS; OTHER COSTS A~rER COMPLETION OF <br /> CONSTRUCTION OF STAGE 1 OF THE PROJECT <br /> Section 6.1. Annual Budget. The Commission shall <br />adopt a budget for maintenance and operation costs, capital <br />costs, costs of special services, capital reserve expenses <br />(if any) and bond interest and redemption expenses (if any) <br />annually prior to March 1st of each year, beginning in March <br />next preceding the July 1st next succeeding the operative date <br />of Stage 10f the Project. <br /> Section 6.2. Records and Accounts. The Authority <br />shall cause to be kept accurate and correct books of account, <br />showing in detail the capital costs, costs of special ser- <br />vices and maintenance and operation costs of the Joint <br />Facilities and all financial transactions of the Agencies <br />relating to the Joint Facilities, which books of account <br />shall correctly show any receipts and also any costs, expenses <br />or charges paid or to be paid by all or any ,of the Agencies <br />hereunder, and also records of the sewage flow from each of the <br />Agencies, together with the strength of effluent delivered <br />from each of the Agencies. Said books and records shall be <br />open to inspection at all times during normal business hours <br />by any representative of any Agency, or by any accountant or <br />other person authorized by any Agency to inspect said books or <br />records.
