City Attorney advised of the Federal highway Act which provides for Federal funds to <br />be appropriated throughout the States on a complicated ratio formula and which, if <br />any deletion took place, would in effect reduce Federal funds available. he deemed <br />action desirable by Council to express themselves as to requesting these funds be <br />added to make up resulting loss in Spin Francisco, and described resolution which he <br />had prepared simply requesting additional funds be added to the State System, which <br />would be appropriated for distribution. <br />Councilman Rosselli moved to adopt Resoiution proposed, seconded by Councilman Bury. <br />On question, Councilman Henderson asked this .item be held over for one week since <br />resolution had not been submitted for Council's study, and no committee meeting held. <br />Councilman Bury qu:,stioned how meaningful is resolution not adopted unanimously, or <br />if there was any urgency to this action. After further discussion, Mayor Hernner <br />announced both maker and second of motion to adopt Resolution had withdrawn their <br />motions and this item would be continued for one week. (May pith) (Memo 5/lU; `tu <br />Mayor Herkner also advised the meeting in Sacramento with Assemblyman Britschgi con - <br />corning Woodside Road widening had been previously set up and comprised Councilman <br />Rosselli, as Chairman of Legislative Committee (empowered to present case in view <br />of the Mayor's inability to attend) Councilmen Bury and Petersen, City Manager and <br />City Attorney. <br />Meed Abatement Program. Councilman Rosselli stated he had requested a review of this <br />program in view of fact property owners themselves paid for program and yet evidence <br />seemed to prove abatement not entirely successful, and in particular with City -owned <br />property. City Manager advised Council that Staff was already working on this situa- <br />tion, in preparing a neva weed abatement-d..i.nvac" , vn l - z t VnZ hl- by i m _ , <br />loss to know what to recommend except possibility of City forces taking over abatement <br />of City property with a contract to provide for abatement on private property. Coun- <br />cilman Rosselli suggested possible use of students on a weed abatement program. <br />Councilman Bury asked whether other cities had been checked on type of programs <br />used, and was advised by City Manager of County not having any weed abatement pro- <br />gram, nor Woodside, and apparently many others. He stated cities that had weed <br />abatement contract had indicated similar problems to ours and suggested this might <br />be a good problem to present to League of California Cities for a study. <br />Tree Spraying Program. Park Superintendent reported City has a contract with Edward <br />Shuba. Tree Service to cover spraying of City trees on the street, in parks, and at <br />Easter Bowi, cost of which for this year's service is 12,875, and named specific <br />tre=es included in this service. He also reported on problem this year on Modesto <br />Ash infection as felt information not altogether accurate from publicity given in <br />the press. <br />Park Superintendent advised Council he felt it would be advantageous for City to <br />allocate enough funds in future to cover care of all City trees or follow pattern <br />set by most cities along peninsula of creating a Forestry Division in the Parti <br />Department which would handle all maintenance of City trees. He suggested a three <br />year contract for trey: spraying, in Lieu of additional personnel and equipment for <br />the program. <br />
