Councilman Henderson as_ced if State Agriculture Department or other agencies were <br />consulted, and was advised by Park Superintendent of the monthly meetings attended <br />by 20 cities for coordination of programs. Council indicated recommendation should <br />be checked and reported back to Council in 30 days on costs. (June 20th (Memo 5/10/66) <br />Preliminary Plans for Schaberg Branch Library. City Librarian reported preliminary plans <br />and cost estimates now completed by firm of Keller and Daseki.ng for Schaberg Branch <br />Library expansion as had been requested by Council. He advised preliminary plans <br />had been approved by the Library Board of Trustees with recommendation implementa- <br />tion be made as soon as possible. <br />Mr. Keller and Mr. Kaseking both present, and reviewed <br />preliminary plans, present needs, and requirements. <br />Councilman Henderson questioned off-street parking illustrated on present school <br />property, and cost estimate for acquiring this portion from the school. questions <br />asked concerning these estimated costs of $106,780.00 for completion of expansion <br />and possible financing. City Manager advised Council although Staff' concurred <br />completely that a new addition was needed for this branch library that there are <br />no funds in current audget as submitted to Council for expansion of this facility, <br />but that it had been Staff's thinking this might be ivied into study being made <br />by EBS for municipal buildings which would be ready in June or, July. <br />He reported on funds in sales tax contingency and of funds being accumulated <br />towards realization of new civic center. Mayor Herkner suggested an investiga- <br />tion be made through ABAG on possibility of Federal funds being available for <br />this type of project. Councilman Henderson indicated this should be considered <br />a first priority and considered at this budget session. <br />Councilman Bury moved to accept report as given on preliminary plans for Schaberg <br />Branch Library, seconded by Councilman Rosselli and carried. (MINUTE ORDER #66-101) <br />Councilman Rosselli asked that City Manager arrange for tour of City operations <br />and facilities for Councilmen in order that they could personally inspect the <br />facilities for the purpose of determining priorities. (Memo 5/10/66) <br />Application of John Stegeman for permit to use City streets for political advertising <br />trailer, as provided by Section of the Code, was presented for consideration. <br />Mr. Stegeman appeared and stated he was operating campaign <br />for a political candidate and requesting permission to allow <br />trailer sign in industrial areas and some residential areas. <br />Councilman Granger asked if it would be possible for Mr.. Stegeman to state definite <br />boundaries of travel intended. Councilman Henderson questioned Police Chief if <br />sign as being used would cause traffic hazard and was advised it was not oversize. <br />Councilman Bury questioned status while parked and suggested restriction to com- <br />mercial areas. Councilman Petersen questioned precedent .rahich might be set should <br />this one request be allowed, and expressed hope that some day no political signs <br />would be allowed in City. Councilman Keckley felt request should be considered if <br />route restricted and precluded from residential areas. <br />
