Gerald Chandler, Chairman of Sister City Steering Committee, reviewed actions taken by <br />Committee to form a Town Affiliation Program with a foreign City, the corporation <br />formation for undertaking this program, and the Committee's recommendation for a <br />town affiliation with Hiratsuka, Japan. <br />1'1Ir. Chandler reviewed all the points of similarity between Hiratsuka and Redwood City, <br />which Committee felt would make for an ideal affiliation for the Sister City Pro- <br />gram. <br />Mayor Rosselli, on behalf of Council, thanked Committee for job well done for com- <br />pleting project to this point. <br />Councilman Herkner asked if information has been received from Hiratsuka stating <br />their desire to affiliate with our City. Mr. Chandler advised on interest shown <br />and explained protocol and program development established by State Department, and <br />if Council approved of Committee recommendation, necessity of proceeding through <br />Federal State Dept. <br />Mayor Rosselli mentioned other area, such as South America and Latin American <br />countries, which he felt more in need of influence of United States through this <br />program, as many Japanese cities were already in the program. He asked if cities: <br />from other countries had been discussed for this program. Mr. Chandler stated <br />discussion was held on cities in other parts of the world, but advised of the <br />tremendous communication problems which would be met with Mexico and South America <br />and of the high degree of government control on import and exports which would <br />make an affiliation most difficult. <br />Councilman Weymouth moved to adopt RESOLUTION NO. 4917 BEING A RESOLUTION OF THE <br />COUNCIL OF THE CITY OF REDWOOD CITY, CALIFORNIA, EXTENDING AN INVITATION TO THE <br />CITY OF HIRATSUKA, JAPAN, TO BECOME A SISTER CITY IN THE "PEOPLE TO PEOPLE PRO - <br />GRAN" AND INVITING THE PEOPLE OF HIRATSUKA, JAPAN, TO PARTICIPATE IN SAID PRO- <br />GRAM. (Copies of Resolution are to be sent to Mayor and Council of the City of <br />Hiratsuka, Japan, the President of the American Municipal Association, the Secre- <br />tary of State of the United States of America, and the Ambassador of the United <br />States to Japan in Tokyo). Motion seconded by Councilman Bury and carried on roll <br />call vote. <br />Discussion on recommendation of Staff for formation of a Street Lighting Assessment <br />District for streets surrounding Kaiser Hospital property. Staff described from <br />a slide, layout prepared for streets surrounding this area, namely: Veterans <br />Boulevard, Maple Street, Walnut Street, and Steinberger Street. Council was <br />advised improvements on Veterans Boulevard and Steinberger Street were being done <br />on a cash basis, and it would be more economical to construct the street lighting <br />system prior to or during the construction of street improvements in this area. <br />It was recommended that street lighting should be treated as a separate item, similar <br />to that on Broadway and in most of the newer subdivisions. Cost was estimated at <br />$15,000 if on a cash basis and an additional 10-20% more if on an assessment <br />district basis, and policy decision requested for completing both sides of the <br />streets in instances where lighting would be outside the undergrounding district. <br />
