James Kuebelbeck aain reviewed recommendation made concern- <br />ing a District assessor, and of answers which had been made <br />to this question at the Public clinics, and explained other <br />questions 1,%hich had been raised relative to the economic <br />responsibility of the development. <br />Councilman Royer asked who determined fair market value. Mayor Rosselli asked ,tiThy <br />district assessor recommendation had not been discussed prior to this time, as this <br />question was being asrded of him. Mr.. Kuebelbeck explained that consultant's staff <br />had felt everyone familiar with assessment procedures would understand this approach, <br />and hadn't felt this .,Jould be considered such a crucial point. Mayor Rosselli <br />questioned results should Council not accept this recommendation concerning District <br />Assessor. Mr. Kuebelbeck discussed alternatives which would have to be worked out <br />with County Assessor. Councilman Royer felt point should be made clear that an <br />assessor for the district had no effect on bonding capacity. <br />;"I�.yor Rosselli questioned par,- and recreation program and relationship to Federal <br />Funds which might be available. Mayor Rosselli also questioned proposed college <br />site in Redwood Shores and what effect its tax exempt status would have on the tax <br />roll. Mr. Kuebelbec':17 indicated impetus to business in the area by college impact <br />mould make up for the loss in tax revenue, and recited instances of effect on <br />business of other colleges. <br />Mayor Rosselli also questioned possibility of a transit system to this area. Mr. <br />Reiter indicated this would have to be worked out later between project and other <br />communities if needed at a. later time, and had been reviewed by Staff. Councilman <br />Bury questioned tax ratio on developed and undeveloped land, and if Leslie is the <br />only "ow,ner-developer" involved. <br />After further question and answer period, Mr. Mendenhall. made a concluding statement <br />on behalf of DMJM. <br />1. There will be expenditures of approximately 800 million dollars, <br />including the building facilities which go in under private <br />expenditures. Much of this will. come from outside Redwood City, <br />but the effects in Redwood City will be profound. <br />2. Cost estimates have been made on a sound basis, with annual pro- <br />vision for increase in costs and prices. <br />Measure of the District's ability to pay has been made on a sound <br />and conservative basis. <br />4. Guidelines have been provided to safeguard the District. <br />City Manager then introduced Dr. James, Chairman of the Technical Committee, of the <br />Schools Report. City I'vTa.na.ger announced this was study made upon .recommendation of <br />School Districts concerned in the project and that Districts themselves chose the <br />Advisory Committee which in turn set up the Technical. Committee :-Thich had set up <br />scope and criteria of the report with all sharing in costs, including City partici- <br />pation. He stated Dr. James had offered to made this report of his own good will in <br />order to bring this to Council for benefit of public. <br />Dr. James gave report on highlights contained in the report and <br />read the following summary and recommendations: <br />
