1. DEVELOPMENT SCHEDULE: As currently anticipated, those lands to be <br />developed first (1965-75) all lie within the Belmont (elementary), <br />Sequoia (high school) and San Mateo Junior College Districts. No <br />construction is expected in the Redwood Shores Districts. No con- <br />struction is expected in the Redwood Shores portions of San Carlos <br />and Redwood. City Districts until after 1075. <br />2. POPULATION: A minimum of 40,000 persons will be housed in the devel- <br />opment at saturation. As originally planned, the maximum potential <br />population might approximate 80,000, depending on housing mix and <br />occupancy factors. The Technical Committee estimates a population <br />of 60.000 after 1990. <br />3. PUBLIC SCHOOL ENROLLPC,:NTS: School enrollment is directly related to <br />population. Several methods were utilized to derive projections of <br />enrolment, and estimates are projected by district, both with and <br />without Redwood Shores. Estimates of the K-12 enrollment contribu- <br />tions of Redwood Shores alone range from 4,838 to 15,375. The <br />Technical Committee estimates that Redwood Shores will contribute <br />to the enrollment of local school districts a total of 8,445 -Pupi.ls <br />by 1985. <br />4. SCHOOL BUILDING NEEDS: The school facility needs of a district, in <br />turn, are directly related to the number of pupils to be housed, <br />and to the policies of each local school district regarding size <br />of classes and size of schools. Utilizing local district policies, <br />the Technical Committee estimates that the need for additional <br />classrooms arising from enrollments of Redwood Shores will approxi- <br />mate 221 elementary classrooms by 1985, space for 2.064 high school <br />pupils, and accommodations for 1.157 students at the junior college <br />level. <br />5. SCHOOL CONSTRUCTION COSTS: Cost estimates were projected separately <br />for facility needs created by Redwood Shores and for the normal needs <br />of the district without Redwood Shores. Most of the facilities needed <br />on the elementary level by 1985 will be created by Redwood Shores but <br />only about one third of the facility needs of Sequoia High School are <br />attributable to Redwood Shores. The Technical Committee estimates <br />that a total combined expenditure of $19,048,8+1 will be necessary for <br />the elementary level and an expenditure of X2.0,869.'45 will be <br />necessary for the secondary level -- a combined expenditure of $9,918,186. <br />6. FINANCING SCHOOL SITE ACQUISITION AND CONSTRUCTION: Public school con- <br />struction and site acquisition may be financed from local district opera- <br />ting revenue, by the sale of bonds, from funds loaned by the State, or by <br />a combination of these sources. The Technical Committee anticipated that <br />all needed facilities may be financed within the bonding capacities of <br />the respective districts with the exception of the Belmont District. <br />The Technical Committee recommends that school districts seek financing <br />for sites .five nears in advance of need and three years in advance of <br />needs for facilities. <br />7. SITE ACQUISITION COSTS: Four alternatives are possible for the acquisi- <br />tion and development of site. Two of the alternatives require the Dis- <br />trict to buy raw land and enter into agreements for land filling. The <br />other two alternatives reflect a choice between negotiating the purchase <br />or obtaining title via condemnation. Leslie Properties, Incorporated has <br />indicated a desire to cooperate with the school districts and have agreed <br />to sell school sites at their cost or at appraised value whichever is less. <br />The Technical Committee recommends that the School Districts enter into <br />option agreements with Leslie Properties, Incorporated to purchase school <br />sites for a price equal to the cost encumbered on the site by Leslie <br />Properties. If desired, these proceedings may be formalized through <br />friendly condemnation. (NOTE: The intent of the owner to sell school <br />sites at encumbered cost is stated in a letter included as Appendix <br />XXVTTI of this Report.) <br />8. SITE ACQUISITION TIMING: Redwood Shores Development is staged for con- <br />struction in neighborhoods. Detailed plans for land use must be pre- <br />pared for each neighborhood before the fill operation is completed -- <br />a period of two years lead time. Dwelling unit construction cannot <br />begin until a subdivision map is filed, allowing a lead time of one <br />year. The Technical Committee recommends that school districts work <br />closely with the developer, and that sites be tentatively selected on <br />the basis of the Revised General Plan based on the Feasibilitv Report. <br />Final selection of sites should occur at the time housing mix is <br />determined (Neighborhood plan) and site acquired (_title convened) by <br />the time a subdivision map is filed. <br />9. SITE. DEVELOPMENT COSTS: The cost of developing school sites in conformity <br />with the Field (earthquake) Act on filled land has been reviewed. The <br />evidence of the San Mateo Engineering Report and the Seismic Report indi- <br />cate that development costs should not be more expensive on .Redwood Shores <br />property than for any other property In the area.
