ordered filed. Report of the Planning Commission and Staff Analysis was read
explaining single family dwellings presently exist on these tufo parcels which were
originally a part of the Jacobsen Nursery parcel, and that Safeway Stores propose
to construct a grocery store with a floor area of 24,000 sq. ft. on this property
which would necessitate use of these lots now zoned R-4. Staff reported assurance
had been given that every effort would be made to retain and maintain a maximum
number of trees in this development. Report further discussed Woodside Road widen-
ing plans not expected before 1968-69 and interim proposal of Safeway Stores to
widen and improve its Woodside Road frontage to State grades and standards as a
part of its development.
Perry Bygdnes, appearing for applicant, stated nothing
further to add as proposed plans had been gone over
thoroughly with Staff.
Councilman Royer questioned arrangements which might be made to maintain tree
planting along back line of this property.
Mr. Bygdnes stated it was planned to maintain row of
redwood trees and maintain other screening as much
as possible.
Councilman Bury also expressed concern for maintaining trees which he felt could
be used to an advertising advantage.
Mr. Bygdnes reminded Council it was still necessary to
appear before Planning Commission for a Use Permit and
at that time plans would be presented for discussion,
but that architect for Safeway Stores was present to
answer questions now.
Councilman Herkner expressed hope a remedy would be found to avoid hazardous
entrance confusion and also hoped experience of Lucky Store Losing trees because of
cementing too close to base would be noted at this site. City Attorney advised
these points could be discussed during hearing on Use Permit. Councilman Petersen
moved to close the public hearing, seconded by Councilman Granger and carried.
Councilman Bury moved to introduce Ordinance adding Section 60.2.15 to Ordinance
No. 1130, the Redwood City Zoning Ordinance, rezoning property in the vicinity of
Woodside Road and Union Avenue, seconded by Councilman Royer and carried.
Mayor Rosselli reviewed schedule for presentation of Staff's report and recommendation
for Council's acceptance of. Feasibility Report, with all of City's consultants
present, for further presentation of reports in order Council might make a deci-
sion. He also announced time would be given for oral statements from those present.
City Manager and Project Manager, Howard Ullrich, stated objectives of this presen-
tation by Staff and consultants were three -fold:
1. To reconfirm the feasibility of the project and the authoritative
basis for this feasibility with particular emphasis being placed
on the provisions for the safeguarding of the public's interest.
2. To present a summary of the questions presented at the nine
informational clinics;
3. To submit the Staff's recommendations.
He reminded Council of their establishment of a three -phased criterion to be met
prior to the authorization for the first sale of bonds:
