The project objectives will have been vetted with the Task Force in Task 2.7 <br /> and determined by City staff.) Evaluation criteria may include items such as: <br /> ■ Ability to fund improvements <br /> ■ Ease of financing <br /> ■ Ease of construction <br /> • Buildable in phases <br /> ■ Affordable construction as well as maintenance <br /> ■ Impacts to local community, traffic, and infrastructure <br /> ■ Conformance to key principles of Vision Plan and General Plan <br /> ■ Ease of environmental clearance <br /> ■ Sustainable and eco-friendly and Bay-friendly improvements <br /> ■ Housing goals <br /> 4.2 Develop Preliminary Alternatives <br /> Consultant will develop up to five alternative plans for the project area that demonstrate <br /> distinct differences in achieving the majority of the plan objectives. For example, while <br /> one plan may focus on maximizing development through increased densities, another <br /> plan may focus more on a greater emphasis on resource areas and recreation. A <br /> memorandum comparing the alternates will be prepared using the evaluation matrix <br /> created in Task 4.1 <br /> 4.3 Review Alternatives with City staff <br /> Consultant will meet with City staff to confirm the preliminary alternates and evaluation <br /> matrix prior to meeting with the Task Force. One final round of refinements to the <br /> alternatives and evaluation matrix may be required prior to meeting with the Task Force. <br /> 4.4 Task Force Meeting 5 — Preliminary Alternatives <br /> Agenda: Review/discuss alternatives with the intent of eliminating two entire alternatives <br /> or synthesizing the five preliminary alternatives into three alternatives. <br /> 4.5 Determine Alternatives with Pros and Cons <br /> Following Task Force Meeting 5, consultant will refine the alternatives to create the <br /> three alternatives for presentation to the community in an Alternatives Workshop. This <br /> includes preparation of three colored plans and the evaluation matrix.
