At least 50% of the space consists of smooth grass spaces with a <br /> grade of no more than a one foot rise in 25 feet that can be divided <br /> into rectangles each with less than 500 square feet, with the <br /> shorter side of each rectangle being no less than 15 feet wide. <br /> If open space in a private development meets the definition of active <br /> recreational use and is open the same hours as City parks, it should be <br /> eligible for 100% credit. If it is only open to residents of the development, <br /> then up to a 25% credit would be allowed. The Commissioners modified the <br /> recommendation as follows: <br /> • Under Criteria iii, add "play equipment" <br /> • Under Criteria ii, add "if open to the public during normal park hours" <br /> The Commissioners discussed the requirements of land dedicated by a <br /> developer and what percentage would be given as a credit towards the in-lieu <br /> fee. <br /> M/S White/Swope: To accept the recommendation as presented; <br /> and under Criteria ii, include a 25% discount cap if there was <br /> exclusive use of a subdivision. <br /> Motion passed. <br /> Staff agreed to work on the language used in the definition of"active <br /> parkland" and bring it back to the Commission. <br /> ITEM 1 — BIRD BATH PR07ECT PRESENTATION AND REQUEST FOR <br /> COMMISSION REPRESENTATIVE <br /> Civic Cultural Commissioner ]ason Newblanc spoke about the Civic Cultural <br /> Commission's Bird Bath Project and their vision to have public art functioning <br /> as bird baths at various locations in Redwood City. He stated the <br /> Commission's subcommittee is interested in including a representative from <br /> the Park and Recreation Commission since many of the possible bird bath <br /> sites are in City parks. The Commissioners were provided with a list of nine <br /> prospective bird bath sites and a computer link with pictures of each site. <br /> Commissioner Newblanc announced that a "call for artists" for this project <br /> has gone out and noted he has received many calls from interested artists. <br /> Most of the artists are waiting until the bird bath sites have been selected <br /> before they submit their entries. Deadline for submission is October 1. After <br /> the entries are reviewed, the top entries will be brought back to the Cultural <br /> Commission for selection of the finalists. <br /> Commissioner Newblanc said the sub-committee has a goal of installing three <br /> bird baths during this cycle, but that will depend upon the quality of entries <br /> received. He stated that 10% of the Bird Bath Fund balance has been put <br /> aside for on-going maintenance. <br />
