The Council envisages most of these new units being created <br /> within the Redevelopment Area. <br /> c) The final Environmental Impact Report (EIR) on the Second Amendment <br /> to the Redevelopment Area indicated that new low and moderate income <br /> housing developments should be smaller projects on multiple sites. <br /> This site, therefore, fits the criteria for affordable housing <br /> projects. <br /> This project will accomplish the public interest and necessity by removing <br /> the existing blighting influence and replacing it with affordable housing <br /> that will assist the City to satisfy its Housing Element objectives. <br /> 2. The ro osed ro'ect is lanned or located in a manner that will be <br /> ~o~t compatible wit t e greatest pu lic good and the least private <br /> ~ <br /> The former Whipple lodge site has significant advantages when <br /> compared with other locations. The site is zoned for the City's <br /> highest density. It is on the edge of a predominantly residential <br /> neighborhood and will provide a buffer between the heavily traveled <br /> Whipple Avenue and the Mezes Park Neighborhood. This, and the <br /> removal of the existing buildings maximize the public good of this <br /> project; and since only one owner is impacted by this project, and <br /> the property is vacant, it also achieves the lease private injury. <br /> 3. The pro~erty described in the resolution is necessary for the <br /> propose project <br /> This project, as defined, is dependent upon this site. As already <br /> indicated, the City's housing strategy will rely on multiple projects <br /> on small sites such as this. For all the preceding reasons, the site <br /> is necessary to the City's housing strategy and to the proposed <br /> project. <br /> 4.
