WERDER <br />Mayor of the City of Redwood City <br />CITY ATTORNEY CURRIE INFORMED THE COUNCIL THAT THE ORDINANCE HAD BEEN PREPARED AND WAS <br />READY FOR INTRODUCTION PROVIDING FOR A COMMITTEE TO DEAL WITH THE QUESTION OF <br />DISASTER, Mayor to be the Commander and the City Manager to be the Vice Commander, <br />with various committees of law and order, medical division, city health officer, etc. <br />Councilman Morgan introduced ordinance, seconded by Councilman Swift. Councilman <br />Britschgi objected to power being invested in the Mayor and stated -he would not <br />vote for the measure. Councilman Granger pointed out that the Charter provides for <br />such a Committee to act in dire emergency. Mayor Werder admitted he was not known <br />to go out and look for work, but he would be delighted to help, although he thought <br />the hard work fell on the City Manager, and further added that the city should be <br />prepared as best it could to handle any emergency, that the Mayor and Council have <br />been elected by the people and in case of emergency and relief they would naturally <br />look to the Mayor for relief to draft others to help, and the people as a whole <br />expect assistance from the City Manager. Councilman Holmquist stated this had been <br />pretty well looked over and something should be set up. Councilman Granger stated <br />the ordinance would be sent to the State and certified by them thus protecting the <br />City in case of volunteers injured in line of duty with disaster work. Motion <br />carried, Councilman Britschgi voting No. <br />ARMORY SITE FOR NATIONAL GUARD. The City Attorney Currie advised that he would obtain <br />a title search and was authorized by the Council to take the necessary steps to <br />make the property available to the State of California for an Armory. Councilman <br />Granger moved that the City Attorney be so authorized, seconded by Councilman <br />Spillers, and carried. <br />RESOLUTION No. 594. This was a request for permission to transfer funds from the <br />Unbudgeted Reserve and between accounts in the same department. Councilman Granger <br />objected to transferring of funds. City Manager Rolison stated this was common <br />practice wherever he had been if the Council saw fit, that a budget set up was only <br />an estimate and. it was the usual practise to transfer from Unbudgeted Reserve when <br />funds ran short. Councilmen realized that present City officers were not here <br />when the budgets were made up for the past year. Mayor Werder inquired if this <br />expenditure was to be made in this particular budget period. Councilmen asked for <br />explanation of reason for transfer of funds and. Auditor Brophy answered all questions, <br />taking each item separately. In one instance Assistant Building Inspector Kreiss <br />had broken his leg and the emergency called for funds to be available for salary <br />of man who substituted in his absence. <br />$23.31 was deleted and not to be transferred <br />W <br />0 <br />0 <br />0 <br />0 <br />
