445
from street Department -Supplies & Services No.414-2, as this was being transferred
merely to close the account. Councilman Granger moved this item be deleted from the
resolution, seconded by Councilman Britschgi, and carried. It was pointed out that
the examination expenses had gone from $10. up to $40 per examination. $600 was to
be transferred for gas and oil consumption as this was difficult to estimate. Coun-
"' oilman Granger stated he would like to investigate further. Councilman Spillers
offered resolution and. moved its adoption, seconded by Councilman Morgan. The other
two items were checked, $300 was to be transferred from the Fire Department Salaries
to supplies & Services. Fire Chief Lodi explained this was for oxygen emergency cases
and refills and thought for $90,000 budget for the year that missing by 0300 was not
too bad and that his department shouldn't be criticized for this. Motion carried.
. see Resolution at bottom of page.
MAYOR REPORTED THAT CITY MANAGER ROLISON HAD SUBMITTED TENTATIVE BUDGET for the fiscal
year 194£5-49 on May 24th.
ABATEMENT PROCEEDINGS for 537-541 Middlefield Road, owned by Benedict and Angela Assenza,
734 Menlo Avenue, Menlo Park. Councilman Britschgi suggested this be carried on the
agenda for the next meeting.
COUNCILMAN GRANGER POINTED OUT THE POSSIBILITY FOR DIAGONAL PARKING ON ARGUELLO STREET
for Commuters due to the great width, and moved this be referred to the Traffic and
Safety Commission, seconded by Councilman Holmquist, and carried.
Councilman Granger asked the Chief of Police about the provision made to check cars
parking where meters had been removed and signs put up for parking time limit. He
also mentioned signs for taxi cabs in front of First National Bank, parking limit
of one hour usually observed where there were no meters, and suggested these items
be referred to the Traffic and Safety Commission. Councilman Morgan moved that items
mentioned be referred to Traffic and Safety Commission, seconded by Councilman
Spillers, and carried.
COUNCILMAN BRITSCHGI ASKED FOR A REPORT ON THE NATIONAL MOTOR BEARING removal of the fence,
and if there were no objection that it be place on the agenda. The National Motor
Bearing Company had been requested to remove a fence.
COUNCILMAN BRITSCHGI QUESTIONED THE RIGHT of anyone building a pre -fabricated house in
any area in the city limits. Councilman Granger thought a "pre-cut" would be
approved but not a "pre -fab". Councilman Morgan stated this was going on all over
the United States and the term had not been defined in the courts, that an ordinance
to stop this practice would not stand and that an ordinance would have to specify
p.., what the city wanted and what they did not want. Councilman Britschgi pointed out
that Oakland required 2 x 4 specifications instead of 2 x 3. Building Inspector
Duncan informed the Council that 2 x 4's were required here. Councilman Britschgi
illustrated the point; a citizen paid $3000 for a lot on Jeter and Jefferson Avenue
and a neighbor built a $3000.pre-fabricated house on his lot. Mayor Werder stated
he would appoint a committee of two members to meet with the Building Inspector
`-® to investigate this.
RESOLUTION No. 594
RESOLUTION REQUESTING PERMISSION TO TRANSFER FUNDS FROM THE UNBUDGETED
RESERVE AND BETWEEN ACCOUNTS IN THE SAME DEPARTMENT
RESOLVED, and it is hereby ordered that the City Treasurer transfer the follow-
ing from the Unbudgeted Reserve.
General and Auto Liability Insurance No. 401-8
$633.89
CI
