M. <br />ON ROLL CALL the following were present: Councilman Carl A. Britsehgi, Floyd D. Granger, <br />H. E. Holmquist, Albert H. Morgan, Jr., Robert V. Spillers, Mayor Wm. M. Werder and <br />City Clerk Ralph S. Dodge. Also present were: City Manager E. A. Rolison, City <br />Attorney C. B. Currie, Chief of Police C. L. Collins, City Engineer Glenn Jain, Fire <br />Chief J. L. Lodi, Assistant Engineer H. L. Winter, Building Inspector L. M. Duncan <br />and Administrative Assistant Richard D. Miller. Councilman Swift noted absent. <br />APPROVAL OF MINUTES: Minutes of the regular meeting of June 7th were approved as mailed <br />on motion of Councilman Britsehgi, seconded by Councilman Granger and carried. <br />MR. THOMAS CUTTING WAS NAMED FOR RE -APPOINTMENT TO THE PERSONNEL BOARD on May 17th, which <br />appointment was confirmed on June 7th, and at this date, (June 21st) he received <br />the oath of office administered by the City Clerk. <br />THE CITY MANAGER REPORTED ON THE POSSIBILITY OF THE TRAFFIC DIVISION WITH THE POLICE <br />DEPART14ENT AT THE REQUEST OF THE COUNCIL. The purpose of this division was to pro- <br />vide for a more rigid control of traffic regulations in general. It was found that <br />ordinance No. 561, dated October 79 1946, established a Traffic and Safety Commission <br />with due authority to make special investigations and other studies relative to the <br />enforcement of traffic regulations, some of which have been given considerable <br />study. As any reorganization that might be necessary to improve traffic conditions <br />must be approached with due caution and full knowledge of traffic and safety tech- <br />nique before any definite action is taken, it was City Manager Rolison's recommen- <br />dation that a committee be appointed to assist in this undertaking. He suggested <br />as members of this committee, two members from the City Council, two members from <br />the Traffic and Safety Commission, the Chief of Police, City Attorney, City Engineer <br />and himself. He felt that this committee should meet immediately in order to make <br />- such determination as may be possible prior to the adoption of the 1948-49 budget, <br />., should any additional personnel be considered. It was moved by Councilman Britsehgi <br />that the City Manager's recommendation be accepted, seconded by Councilman <br />Holmquist, and carried. Mayor Werder appointed Councilman Spillers and Holmquist. <br />The names of the Traffic and Safety Commission were submitted later in the meeting <br />by City Clerk Ralph Dodge. Louis Dematteis and James Flynn were also appointed. <br />City Manager Rolison and City Engineer Jain were to act on the committee and were <br />to report back at the July 6th meeting. <br />CONTENTS OF A LETTER FROM ATTORNEYS, ORRICK DAHLQUIST, NEFF & HERRINGTON was made known <br />to the Council by City Clerk Dodge, who stated they had certified examination of <br />executed Bond B 1 of the City Plan Bonds. Communication was ordered filed. <br />CITY ASSESSOR BROPHY SUBMITTED, IN LETTER, THE NAMES OF FIFTEEN AND THE AMOUNTS FOR 1947 <br />
