The total tax rate for all purposes will.amount to <br />11.2047 as compared with the rate of $1.12 with the previous year, the 8.47 cent <br />Increase being necessary to retire the 1944 series "B" Bonds recently sold. The <br />present budget under consideration provides for eighteen additional personnel to cost <br />approximately $54,000 which would be equivalent to a 12 cent rate. The tax rate for <br />general purposes without this extra personnel would amount to 65 cents. Increases in <br />revenues are offset by expansion of the street program and a sum of money set up for <br />amortization of equipment. Mr. Rolison explained the budget as presented is in its <br />tentative form, the final document to be presented as soon as the current year's <br />expenditure and cash on hand is available. Councilman Granger moved acceptance of <br />the proposed budget as presented, seconded by Councilman Holmquist. Councilman Granger <br />under the question, expressed his thought that the budget had been studied and dis- <br />cussed with the departme71t heads and he wanted it understood that the budget must be <br />lived up to and followed specifically. City Manager Rolison stated that he intended <br />to operate with amount provided by the Council and that should any unforseen expendi- <br />tures become necessary the Council would be informed and the necessary approval se- <br />cured. He further assured Councilman Spillers that the tentative budget included the <br />necessary money to cover the proposed salary adjustments. He explained further that <br />in this particular budget a specific amount was provided for the retirement and <br />interest of the Sewage Treatment Plant Bonds but there was nothing provided for the <br />operation of the plant. A sewer rental plan will be proposed which,will eventually <br />revert to the special fund to provide future sewer bond retirement and plant operation. <br />CLAIM No. 3827 covering purchase of the Royal typewriter, Assessor's Department, which was <br />held up at the meeting of Jund 21st. Clerk Dodge explained that while the item was <br />not specifically included in the Assessor's 1947-48 budge, there was sufficient <br />money in the Supplies and Services Account to allow for the purchase of this type- <br />writer. Councilman Spillers moved that the bill be paid, seconded by Councilman <br />Swift. Under the question Councilman Granger stated he would vote "No" as a protest <br />against this type of budget procedure. Councilman Holmquist concurred. In :qtr. <br />'Holmquist's remark., however, he stated that inasmuch as the typewriter had been <br />purchased and was in use he felt 6he bill should be ?paid. Motion carried. Council- <br />man Granger registered a "No" vote. <br />CITY ATTOR77EY STATED THAT HE HAD BEEN APPROACHED BY A ?SIR.. BAZOTTI, who was willing to <br />operate the City Dumps without salary with the understanding that he would retain <br />all salvage recovered. He suggested that the party call on City Tanager Rolison and <br />discuss the matter with him but Tr. Currie thought the council should be informed <br />so that they might know whether or not this move would be satisfactory. Councilmen <br />expressed their opinion that should the man appear to be satisfactory to Mr. Rolison <br />the Council would be willing to accept such a proposition. <br />COUNCILMAN HOL24QUIST 14OVED ADJOURNMENT, <br />seconded by Councilman Spillers, and carried. <br />RALPH S.
