A. B. BLAKELY WAS appointed to a term of three years as a member of the Traffic & <br />Safety Commission, term to expire on January 13, 1951. He wRs appointed by City <br />Manager Rolison subject to the approval of the Council in accordance with the pro- <br />vision of Ordinance No. 561. Councilman Granger moved the approval of the appoint - <br />went, seconded by Councilman Spillers, and carried. <br />C. B. UHLENBERG & Co., submitted views with respect to following balances remaining in <br />certain accounts as at June 30, 1948. <br />1. Advances by general fund to Hudson Street Construction Fund - X1,374.93, <br />represents excess of cost of improvements over funds provided by special <br />assessment district and by special gas tax appropriation. Two reassessments <br />were made and it does not appear that the City will be able to recover the <br />above advance and it is suggested that this balance be written off as an <br />expenditure of the general fund. <br />2. Advance for Bay and Spring Street project x1102.51 <br />Advance for Hampton Court Subdivision 23.70 <br />Balances in these two accounts represent expenditures during the fiscal year <br />1945-46 in connection with proposed public improvement projects. Since the <br />projects were abandoned, these expenditures cannot be recovered and should <br />be written off. <br />3. During the month of June 1946 the City expended the sum of $862.72 for traffic <br />control survey on E1 Camino Real & Bay Shore Boulevard. This expenditure was <br />made from the Special Gas Tax Fund, presumably with the thought that it would <br />develop into a project on which gas tax funds could. be used. So far no funds <br />have been collected to cover this expenditure, with the result that the Special <br />Gas Tax Fund was $962.72 "short". It was suggested that this expenditure be <br />transferred to a general fund expense account as at June 30, 1948. This pro- <br />cedure would eliminate the overdraft in the Gas Tax Fund and should not preclude <br />collection at a later date if an appropriate project is developed. <br />It was further explained in the letter that the City Manager and City Attorney <br />concurred in these suggestions. Councilmen Granger and Britschgi did not recall <br />advancing money for Item No. 2. City Attorney Currie stated this expense was for <br />payroll charges. City Engineer Jain explained at this point his reason for securing, <br />if possible, 60% signatures of owners before going ahead on the improvement project <br />to allow a margin to protect the City to the extent of initial costs in preparing <br />preliminary plans and specifications should some property owners withdraw their <br />signatures when the cost of the project is made known to them. Assessor Brophy <br />stated that a few others should be cleared up such as Westgate, Lenolt and Friendly <br />Acres. Councilman Britschgi moved that this be referred to the City Manager for <br />further investigation and report back to the Council, seconded by Councilman Spillers, <br />and carried. <br />KENSINGTON SOTTARE I14PROVEI2E1\1TS. Report from City Engineer Jain to City Manager Rolison <br />stated that 53-6% were in favor of all improvements and 69.6% in favor of sewers <br />only and that the total assessable frontage involved was 14,807 feet, that it would <br />not be practicable to start the job until after the winter season, but that plans <br />and specifications can be prepared and the job ready to start in the early spring. <br />Councilman Holmquist moved that City Engineer Jain be instructed to prepare plans <br />and specifications for sewer pro jeet, seconded by Councilman Granger. After further <br />discussion the motion was withdrawn and Councilman Granger moved that City Attorney <br />Currie be authorized to prepare a resolution of preliminary determination to be <br />presented at the next meeting, seconded by Councilman Britschgi, and carried. <br />ABATFME1,TT PROCEEDINGS, 327 Stambaugh, Mr. Wyss.
