483 <br />2. Advance for Bay & Spring Street project 102.51 <br />Advance for Hampton Court Subdivision 23.76 <br />3. 1946 expenditure for Traffic Survey 862.72 <br />Records revealed that; (1) This advance to the Hudson Street Improvement in 1946 from the General <br />Fund was uncollectible as there was no further gas tax money available for this project, and a <br />reassessment having been made, no further funds could be collected from property owners: (2) <br />These two items represented preliminary expenditures by the City on contemplated assessment districts <br />during 1945 and 1946, that did not materialize. (3) This item represented an expenditure during the <br />month of June 1946 for a traffic survey prepared by A.T.Bennett and Associates of Palo Alto for <br />which apparently no appropriate project was developed, that would have permitted the use of gas <br />tax money. For the above reasons, it was the City Manager's recommendation that Mr. Uhlenberg's <br />suggestion that the above balances be written off as expenditures against the General Fund, be <br />concurred in. Councilman Holmquist moved that these expenditures be taken care of and written off, <br />seconded by Councilman Spillers, and carried. <br />RE -DRAFT OF TAXICAB ORDINANCE. It was decided at the last meeting that a committee should be appointed <br />by the Mayor pending his return. Councilman Swift and Spillers were appointed toast as this <br />committee to bring a report on the re -draft of this ordinance. <br />HARBOR ROAD. Councilman Granger suggested that if Harbor Road were repaired that the money could be <br />recovered from the U.S. Dept of Public Roads and it was thought that on communication with the <br />Port that perhaps they would advance the money for the road. Councilman Holmquist moved that <br />this be referred to the Port Commission for their co-operation and await their reply, seconded <br />by Councilman Granger, and carried. <br />MR. STOUT APPEARED IN RE TO STARTING A PLAYLAND SOUTH OF THE SOUTHERN PACIFIC DEPOT ON RAILROAD PROPERTY. <br />City Collector stated that another gentlemen had been in his office and was to appear tonight. <br />Under discussion it was thought that Mr. Stout should present plans, including blueprints with a <br />letter and full details at the next Council meeting. Councilman Morgan moved that Mr. Stout bring <br />plans, etc., to the next meeting, seconded by Councilman Holmquist. Application was to be presented <br />to CityClerk and others for consideration. Motion carried. <br />MR. J. G. LENNON, 1411 ARGUELLO, APPEARED AND PROTESTED ALLEGED VIOLATIONS OF BUILDING ORDINANCE. (1) <br />307 - A Street. Contractor promised to build service porch for the people who bought the house. <br />When the neighbors built their home and put up a fence it was not possible to put two fingers between <br />fence and service porch. (2) Stafford and B Street. Fence at this location was too high. (3) <br />Arguello and B Street. Home was built here and sold. Put in paving consisting of two loads of <br />redrock with oil placed on top. Those who purchased the property thought they would have no more <br />paving to do. This street did not comply with street specifications. (4) Motel on Stafford and A <br />Street. This was built too close to building line and eaves extended over his property 12 inches <br />more or less. The Building Inspector was asked to make a report and bring back at next meeting. <br />Councilman Swift moved that alleged violations be inspected and a report made by the Building <br />Inspector and City Attorney.. <br />MR.. H. H. 19EINER APPEARED and wished to speak in his own behalf. Mayor Werder assured him that nothing <br />could be done until a report came in from the Building Inspector. Motion carried. <br />ABATEMENT PROCEEDINGS 858-860 MAIN STREET, J. B. PERRY (1401 'fain Street). Mr. Duncan reper ted that <br />Mr. Perry was willing that building be abated. Councilman Swift moved that property be posted <br />immediately, seconded by Councilman Spillers, and carried. <br />ABATEMENT PROCEEDINGS, 327 STAMBAUGH, MR. A. B. WYSS agreed that the property should be abated but one <br />of the tenants was an invalid and under the care of the welfare agency and until such time as the <br />
