49 8 and protested this transfer and stated that by law this could not be done and sug- <br />gested that the Recreation Commission work out some other ways and means to <br />finance a swimming pool in Community Park. Other communications were read protest- <br />ing transfer of funds from the Edmund Parrott Chapter Inc., No. lb of the Disabled <br />American Veterans, Redwood City Post 105 of the American Legion, Camp No -14 of the <br />United Spanish War Veterans. On opinion of City Attorney Currie money in the War <br />Memorial Building Fund could not be transferred or borrowed. Councilman Britschgi <br />moved that this be referred back to the Recreation Commission, seconded by Council- <br />man Spillers, and carried. Councilman Holmquist thought it was up to the Council <br />to find out if there was money available for swimming pool and then inform the <br />Commission whether or not request for the swimming pool could be granted. Council- <br />man Granger moved that this be placed on the agenda for the next meeting and given <br />further study, other recommendations to be submitted at that time. Mayor Werder <br />appointed Councilman Granger and Spillers to work with the Recreation Commission <br />and City Officials and bring back recommendation to the Council. City Manager <br />Rolison thought the committee might want to consider what tax rate they want levied <br />this year, for future War memorial. <br />MR. GERALD TOTINE, PRESIDENT OF CHAMBER OF COMMERCE, APPEARED AND STATED THEY WERE AWARE <br />OF THE NEED FOR SPACE IN THE CITY HALL for the offices occupied by the Chamber of <br />Commerce and preliminary plans had been made toward an ultimate move predicated on <br />City provicing building site and asked permission to lease a portion of the <br />Robinson property across the street from the City Hall, as operation of their office <br />was considered more effective when within the perimeter of the Civic Center. An <br />answer was not expected at this time but was proposed for consideration. Mayor <br />Verder suggested that the City Attorney meet with the Real Estate Committee and <br />bring back a recommendation in two weeks, if possible. Councilman Granger thought <br />the location of the firehouse should be kept in mind at the same time. <br />MAYOR WERDER ANNOUNCED THAT THIS WAS THE TIME FOR THE PUBLIC HEARING PURSUANT TO THE <br />RESOLUTION OF PRELIMINARY DETERMINATION. Philip Wyburn appeared and stated that <br />b5% -of the owners on Johnson Street had signed a petition and this was ready a <br />month ago. City Engineer Jain stated all field surveys had been made, part of the <br />plans were ready and City Attorney Currie had a resolution which could be intro- <br />duced at this time. Street drains had not been determined; there were no storm <br />drains on Roosevelt, all surface drainage went to E1 Camino Real. He further <br />stated that some of the owners were in his office on Saturday in regard to the <br />alleys and stated they still wanted them. Mr. Wyburn objected to the speeding <br />on this roadway, -dust and dirt and the fact that the rains would start in another <br />month. Mr. Jain explained that the intent was to drain Johnson Street only and <br />there was no plan to drain Roosevelt. <br />PUBLIC HEARING, JOHNSON STREET IMPROVEMENT. Councilman Britschgi moved that affida- <br />vits of publication and posting be filed, seconded by Councilman Holmquist, and <br />carried. As there were no protests the following Resolution Determining to <br />Make Improvements without Compliance with Investigation Act, Johnson Street 1948-4, <br />was offered and adoption moved by Councilman Granger, seconded by Councilman <br />Spillers, and carried on roll call.
